Establish decree drafting team to deploy the model of specialized inspection reform

The team is in charge of developing the decree regulating the management mechanisms, modes and procedures for quality inspection and food safety inspection for import goods on the basis of contents approved by the Government in Decision 38/QD-TTg dated January 12 onapproving the Scheme on reforming the model of quality inspection and food safety inspection for imported goods.

The drafting team is led by Deputy Director General of Vietnam Customs Mai Xuan Thanh, and members of the team are leaders and officials of some units under the General Department of Vietnam Customs.

Previously, in Decision 38/QD-TTg, the Prime Minister requested that one of the solutions for deploying the Scheme on reforming model of quality inspection and food safety inspection for import goods at border gates is to develop the Government decree regulating the management mechanisms, modes and procedures for quality inspection and food safety inspection for import goods.

The Scheme provides seven reforms, including:

Reform 1: Assigning Customs to be the focal point in quality inspection and food safety inspection for imported goods.

Reform 2: Synchronously applying three methods of inspection for both quality inspection and food safety inspection in order to reduce the number of imported consignments subject to inspection.

Reform 3: Simplifying quality control and food safety inspection procedures for imported goods.

Reform 4: Inspecting goods to reduce number of consignments subject to inspection.

Reform 5: Fully and substantially applying the principle of risk management in quality inspection and food safety inspection for imported goods to ensure the role of state management and improve compliance of the business.

Reform 6: Supplementing subjects exempted from quality inspection and food safety inspection.

Reform 7: Applying information technology systems for deployment of the new model.
