Shared goal of creating a transparent business environment

At the 2024 Customs - Business Forum with the theme "10-year development of the Customs - Business partnership" organized by Customs Magazine and the Customs Reform and Modernization Department on September 10, 2024, on the occasion of the 79th anniversary of the traditional day of Vietnam Customs (September 10, 1945 - September 10, 2024), Mr. Johnathan Hanh Nguyen assessed that over the past 10 years, the relationship between businesses and Customs agencies has made many strong strides, constantly developing in both quality and scale.

“We have been building a strategic partnership, not only stopping at customs clearance procedures, but also a comprehensive cooperation, together aiming to build a favorable, transparent and effective business environment”, shared the Chairman of IPPG.

In addition, Mr. Johnathan Hanh Nguyen assessed that the Customs sector has also achieved many achievements in improving business support processes and meeting international practices including: digital transformation, smart customs and simplification of procedures... This has helped businesses minimize errors, bringing safety to import and export activities.

Initiatives such as the "Authorized Economic Operator Program" are also a remarkable reform of Vietnam Customs. Thanks to that, compliant businesses enjoy shortened customs clearance time, optimized supply chains, enhanced competitiveness, created trust with international partners, contributing to promoting globalization with international competitiveness...

Need to continue improving the quality of partnerships

To continue achieving the impressive results mentioned above, Mr. Johnathan Hanh Nguyen proposed 6 important contents to the Customs authority.

First, the Customs authority needs to further improve the global security and trade facilitation (SAFE) standards framework of the World Customs Organization (WCO) to be able to enter a period of deep integration with the world economy.

Second, it is necessary to further simplify procedures, although procedures have been significantly simplified in the past, they are still complicated for some special types of goods, such as high-tech goods or dual-use goods. Standardizing procedures will save time and resources for businesses.

Third, it is necessary to strengthen supervision and inspection of anti-trade fraud to ensure that all import-export activities strictly comply with legal regulations, helping protect the rights of legitimate businesses, contributing to building a fair, transparent and stable business environment.

Fourth, it is necessary to increase automation and deploy artificial intelligence (AI).

Fifth, increasing support for small and medium-sized enterprises (SMEs) in customs clearance and implement more specialized support programs for SMEs, especially in accessing information.

Sixth, researching and developing retail policy mechanisms in free trade zones and duty-free zones.

“We will continuously contribute ideas and proposals to help create the most favorable business environment for businesses, thereby contributing to the sustainable development of the national economy. We believe that, with dynamism, sensitivity and professionalism, the leaders of the General Department of Customs will continue to make the Customs sector the leading unit in the country in reform and modernization as well as on par with countries in the region and the world," said Mr. Johnathan Hanh Nguyen.
