Dong Thap Customs: many solutions to help businesses restore operation after the pandemic

Provide support for imports and exports

Director of the Thuong Phuoc Border Gate Customs Branch Le Van Thao said the unit is in charge of custom management for road and river border gates; the volume of import-export goods through Thuong Phuoc border gate is not large, most of them are export and transit goods. Import-export goods through the border gate are always facilitated and quickly cleared by the Customs agency.

As of May 10, 2022, Dong Thap Customs Department has collected nearly VND160 billion, exceeding 45% of assigned target. However, due to a change in tax policy according to Decree 18/2021 of the Government on temporarily collecting import tax for on-the-spot imports, then when enterprises export goods, they will be refunded the paid tax. According to Dong Thap Customs, the tax amount to be refunded in 2021 is about VND68 billion and in the first four months of 2022 is VND53 billion.

Some businesses said import and export goods through the Thuong Phuoc river border gate are usually not fixed, most of the time is outside office hours but Thuong Phuong Customs always arranges customs officers to carry out procedures and quickly clear goods.

Unlike Thuong Phuoc border gate, Dinh Ba international border gate Customs Branch only manages the road border gate. Imported goods are mainly rice and fruits from Cambodia to Vietnam.

Mr. Nguyen Thanh Phong, Phong Huy Dinh Ba Co., Ltd., said the company specializes in importing rice and mangoes through Dinh Ba international border gate. During the Covid-19 pandemic, Dinh Ba International Border Gate Customs Branch created the most favorable conditions to quickly clear goods for the company.

“Besides, the Customs is always proactive in informing and guiding businesses about new legal documents related to import and export activities, so we carry out the procedures very smoothly, without any problems affecting customs clearance time,” Mr. Thong said.

Director of Dinh Ba International Border Gate Customs Branch Dao Van Can said the number of businesses regularly carrying out import and export procedures through Dinh Ba international border gate is not significant, the goods are also simple, so the customs agency often proactively contacts and supports businesses to solve problems in order to contribute to providing the best support to businesses, especially after the Covid-19 pandemic.

Many creative solutions

The Covid-19 pandemic in the past two years has significantly affected trade, import and export activities. Therefore, in order to help businesses, Dong Thap Customs Department has offered many new and creative solutions, suitable to the specific characteristics of customs management in the area.

Deputy Director of Dong Thap Customs Department Nguyen Huu Thanh said, from the beginning of 2022, to understand the needs of businesses and support them, Dong Thap Customs Department and border gate customs branches conducted a poll for businesses regularly carrying out customs procedures at Dong Thap Customs Department. Accordingly, at the departmental level, over 50 businesses were conveyed and border gate customs branches and Dong Thap port border gate Customs branches polled dozens of businesses on customs procedures, common problems, recommendations, as well as assessing the service attitude of customs officers.

In particular, the information about the law has also been enhanced by Dong Thap Customs Department with many effective solutions. For example, for the application of the reduction of VAT from 10% to 8% according to Resolution 43/2022/NQ-QH15 of the National Assembly, in addition to providing information on the department's website, and publicly posting at customs checkpoints, leaders of Dong Thap Customs Department also directed professional units and customs branches to send documents to businesses who regularly carry out procedures in the area.

Or the dissemination of the launching of free customs declaration software of the Customs sector to businesses is also quite effective by Dong Thap Customs Department. In order for businesses to conveniently use this free software, Dong Thap Customs Department has established a support team to guide businesses with the implementation.
