Dong Nai Customs shortens customs clearance and release time

According to the report of Dong Nai Customs, in the quarter IV, the average clearance time for imported goods cleared at ports and border gates is six hours 2 minutes 56 seconds. The average customs clearance time for imported goods brought to the warehouse for storage is 284 hours, 25 minutes, 22 seconds; the time for exported goods is 26 minutes and 10 seconds.

Compared to the second quarter of 2023, the time for customs clearance, release of goods, and storage of goods has decreased significantly. Specifically, the average time from registering the import declaration to customs clearance and release of goods decreased by more than 54 minutes; the average time from registering the import declaration to customs clearance and release of goods (for goods brought for storage) shortened more than 53 hours. The average time from registering the import declaration to bringing the goods into storage reduced by more than 14 hours; the average time from export declaration registration to customs clearance increased by 2 minutes and 15 seconds.

According to Deputy Director of Dong Nai Customs Department Pham Quoc Hung, most of the Customs Branches under the department are Customs branches outside the border gate, so the average time for goods classified into Red channel and approved to be brought to the checkpoint until the goods are registered for physical inspection often lasts because the enterprise must transfer goods from the border gate to the checkpoint (for imported goods) or transport goods to the centralized checkpoint (for exported and imported goods of enterprises that do not have the checkpoint).

The customs clearance for some Yellow and Red channel declarations takes long time because enterprises slowly provide documents or transport goods to the physical inspection point.

For goods brought into storage waiting for specialized inspection results, the time for the inspection agency to issue inspection results is more than 10 days (30 days from the date the goods brought into storage as per Clause 6, Article 32, Circular No. 38/2015/TT-BTC dated March 25, 2015).

Some businesses transmit declarations outside working hours (after 5:00 p.m.), so the customs clearance time is prolonged. Each declaration transmitted by an enterprise outside of working hours will increase the customs clearance time by a maximum of 14 hours (from 5:00 p.m. the previous day to 7:30 a.m. the next day for processing).

However, in the fourth quarter of 2023, Dong Nai Customs Department has made great efforts and minimized the time for checking dossier and goods, regularly searched to update specialized inspection results on the National Single Window and quickly release and clear goods.

In the near future Deputy Director Pham Quoc Hung said that Dong Nai Province Customs Department will implement solutions to further reduce customs clearance and goods release time.
