Dong Nai Customs supports businesses in maintaining production and export

Import and export turnover plunges
In the first six months of 2023, enterprises in the area under the management of the Dong Nai Customs Department restored their business and production after a long time of being affected by the Covid-19 pandemic.
However, as domestic, regional and many other countries' economies are still hit by the complicated and unpredictable fluctuations of the world, the resilience of enterprises is significantly impacted. Export orders to some countries are suspended, so businesses have to shift to other markets to export their products.
According to Mr. Nguyen Huu Nguyen, Director of Dong Nai Department of Planning and Investment, the province's industrial sector lost its growth momentum. Businesses and investors find it difficult to find orders and markets.
Mr. Tran Hoang Trong Ky, Manager of Thong Nhat Customs Branch, said that many enterprises engaged in the wood and furniture industry had to reduce their factory capacity by up to 60%. Many firms predicted that the situation will not improve until 2024.
According to the report by Dong Nai Customs Department, from the beginning of the year to June 8, the number of declarations made at the department decreased by 13% year-on-year. The import and export turnover fell more than 21% to US$18.642 billion. In which, the import turnover plunged 20% and export turnover dropped 23%.
The situation puts great pressure on the budget collection by Dong Nai Customs Department. From the beginning of the year until now, the revenue from VAT of new investment projects, projects expanding production and importing duty-free machinery and equipment to create fixed assets in the province only reached about VND9 billion.
Revenue from taxable imported raw materials and supplies for export production and domestic consumption dropped due to the decrease in the demand for raw materials and supplies of enterprises, leading to a decrease in revenue from major items such as chemicals and chemical products, plastics, iron and steel, common metals, coal, liquefied petroleum gas, rubber, textile fibers, household appliances.
As of June 8, the revenue only achieved VND8,005 billion, down 32% over the same period in 2022, meeting 35% of the estimate.
Effectively support enterprises
Recognizing this situation, the leader of Dong Nai Customs Department has directed and provided solutions to support and facilitate enterprises in the customs process. Focusing on practical and effective solutions to support businesses in maintaining operations and grasping opportunities for recovery.
Accordingly, the department has optimized the processes and procedures to shorten the customs clearance time and release for enterprises. Through monitoring the difficult situation of enterprises in mobilizing capital for production and business, the Department expedited the tax refund process to support enterprises.
Dong Nai Customs Department has still followed the targets of administrative reform, procedure simplification and trade facilitation in Plan No.07/KH-HQĐN dated February 24, especially the targets of the rate of declaration channel, clearance time, the rate of sampling for analysis and classification goods, cutting customs documents.
The revenue collected via the e-tax payment system and via commercial banks accounts for over 98% of the total budget revenue of the department. The department effectively runs the DNCustoms-Info system on its website as an online public service to exchange and provide information effectively and accurately.
Currently, the system has attracted about 2,700 enterprises, processed about 58,000 documents, and over 1,300 questions from enterprises. Through the operation of the DNCustoms-Info system and exchanging information between the working team of branches and enterprises, problems of enterprises have been resolved. The department has also contacted and grasped difficulties in providing appropriate support solutions for businesses.
As a company with more than 20 years of operation in Bien Hoa II Industrial Park (Dong Nai province), Mr. Le Cong Luan, Head of Import-Export Department of SeaAh Steel Co., Ltd. said, Dong Nai Customs Department and Bien Hoa Customs Branch always supported and understood the status of the company.
Thereby, all issues related to import and export procedures, customs clearance of the company's goods were handled smoothly. The department regularly updated information on anti-dumping and anti-subsidy lawsuits of the US Government - SeaAh's big export market, helping businesses carefully prepare documents and procedures.
Ms. Le Thi Thuy Van, Head of the Materials Department of Aqua Electronics Co., Ltd. also said that the company was enthusiastically instructed on new regulations and policies by Dong Nai Customs, helping the company to implement inline with the law and prevent violations.
Motivated by the great efforts of enterprises and the support of the Dong Nai Customs Department, many local investment and import-export enterprises will quickly overcome difficulties and restore production and business.
