Dong Nai Customs makes an important contribution to the economic development of the province

Together with businesses for sustainable development

In the last days of 2022, 35,000 workers of TKG Taekwang Vina Joint Stock Company are still busy with production to ensure the timely delivery of goods. Established in 1994, TKG Taekwang Vina Joint Stock Company is the first generation enterprise to invest in Vietnam, with nearly 30 years of operation in Dong Nai province. Up to now, the company's production scale has expanded 10 times.

Kim Je Jung, Deputy General Director of TKG Taekwang Vina Joint Stock Company, said that the strong development of TKG Taekwang Vina Joint Stock Company has been achieved thanks to the attention of the leaders of the Provincial People's Committee of Dong Nai, the leader of the General Department of Customs, especially the support and facilitation of the Customs Department of Dong Nai province in recent years.

According to Kim Je Jung, with the continuous reform of administrative procedures, the development of modern infrastructure, and technical equipment, and the strong application of information technology utilities of Dong Nai Customs Department has brought about many advantages for TKG Taekwang Vina Joint Stock Company in particular and import-export enterprises in Dong Nai province in general.

“The relationship between Dong Nai Customs Department and TKG Taekwang Vina Joint Stock Company has always been built on the spirit of companionship for sustainable development and it has shown very clearly when the Covid-19 pandemic causes very serious impacts. I am very grateful for the attention and timely support of the leaders and staff of Dong Nai Customs Department, helping us to overcome difficulties and restore production,” Kim Je Jung said.

Meanwhile, located on the peaceful Dong Nai river, Long Binh Tan port (belonging to Dong Nai Port Joint Stock Company) is also busy with import and export goods.

Nguyen Van Ban, Deputy General Director of Dong Nai Port Joint Stock Company, said that the operation of Dong Nai Port has benefited from the solutions to support businesses of Dong Nai Customs Department.

Accordingly, with the construction of a project by Dong Nai Customs Department to transform the operation model of Long Thanh Customs Branch into Dong Nai Port Border Gate Customs Sub-Department, the company's customer base has been expanded. Thereby opening up opportunities for the company to have more new customers.

Most recently, Dong Nai Customs Department equipped and put into operation a mobile container scanner, which helped shorten the time for goods clearance. As a result, Dong Nai Port can increase the ability to exploit warehousing services at the port.

Contributing to investment attraction, economic development

Located in the key economic area of the southern region, Dong Nai attracts thousands of investment projects of domestic and foreign enterprises, with the main business activities being the import and export of goods.

Ms. Phung Thi Bich Huong, Director of Dong Nai Customs Department, said that in 2022, the unit has completed procedures for nearly 5,000 businesses with over 1.3 million declarations and an import-export turnover of over 37 billion USD. In order to meet the needs of enterprises as well as the above-mentioned volume of import and export goods, in 2022, the unit will continue to promote administrative reform under 4 main pillars including innovation of thinking, management methods; modernizing material foundations, equipment and technical means; develop the Customs-enterprise partnership and train and foster high-quality human resources.

Accordingly, the unit has issued a series of documents to contribute opinions of the unit on many policies and plans of ministries, branches and localities such as the draft Decree amending and supplementing Decree 08/2015/ND-CP, Decree 59/2018/ND-CP; Circular 38/2015/TT-BTC, Circular 39/2018/TT-BTC; the draft project formulation the Decree on the Export Tariff, the Preferential Import Tariff and the Prime Minister's Decision on the application of ordinary tax rates to imported goods; draft Circular on the origin of goods; and the project on reform of customs valuation.

The comments were basically recognized by the competent authorities, thereby creating a fundamental change in improving the quality of the issued legal documents, contributing to simplifying administrative procedures, facilitating trade and improving the efficiency of customs management.

In 2022, Dong Nai Customs Department also held 6 direct dialogue conferences with enterprises at departmental and branch levels to inform enterprises of new guidelines, documents and policies in the field of customs and listen to and answer enterprises' problems in the process of customs law enforcement.

Along with that, 100% of customs declarations are received and cleared electronically; over 99% of total state budget revenue is made through the 24/7 electronic tax collection system; receive and answer thousands of questions for the business community through Dna-Info channels and the "Online customs clearance consulting" column.

The unit has also smoothly performed 102/105 online public services at levels 3 and 4 (equivalent to 97% of the total administrative procedures under the authority of the Department and Sub-department to implement); received and processed nearly 4,400 dossiers on the online public service system.

Looking back at the economic situation of Dong Nai province in 2022, Vice Chairman of Dong Nai People's Committee Vo Tan Duc assessed that Dong Nai Customs Department has made a very important contribution to the results of local economic development in the past year.

In addition to excellent results in political tasks such as tax management and import and export turnover, anti-smuggling, and anti-commercial fraud, Dong Nai Customs Department has done a good job in infrastructure development to modernize, reform administrative procedures in the field of customs, create an open and transparent import-export environment, promote investment attraction and trade development in the province.

This has met the current requirements and strong technology development speed, helping the relationship between state management agencies in general, customs authorities in particular, and businesses in the province to be connected tightly and closely.

According to Vice President Vo Tan Duc, officers and employees of Dong Nai Customs Department also created a beautiful image in the eyes of businesses and people in Vietnam with a tradition of mutual affection.

The unit has implemented many volunteer social activities, emulation movements, closely linked with local mass organizations.

The results achieved by Dong Nai Customs Department in 2022 will be a solid foundation for the strong development of Dong Nai's economy in 2023 and the following years.
