Accordingly, in the afternoon of 29/8/2017, during the process of doing procedure for entry and exit passengers on the flight No QR835, from Hanoi to Bangkok (Thailand), through scanning for hand luggage, the exit luggage customs procedures team (Noi Bai International Airport Customs Branch) detected suspicious signs inside hand luggage of a foreigner.

Through physical inspection, Customs force detected 10,000 Euro which exceed the stipulated standard for carrying foreign currency is 5,800 Euro. Furthermore, that foreign currency was not declared to customs. The exit luggage customs procedures team already made administrative violation in Customs field.

Currently, the case dossier and violated exhibit were transferred to Noi Bai International Airport Customs Branch for further handling.

According to the provisions of Circular No. 15/2011 / TT-NHNN, dated 12/8/ 2011 of the Vietnam State Bank, when individuals are entering or leaving Vietnam through international border gates by their passports and carrying foreign currency in cash, Vietnam Dong in cash that exceeds above rate as prescribed below must be declared at the border gate: $US 5,000 (five thousand US dollars) or other foreign currencies with equivalent value; 15,000,000 vnd (fifteen million Vietnamese dongs).

In the cases that individuals bring foreign currencies with cash equal or less than $US 5,000 or other foreign currencies with equivalent value and wish to send those amount of foreign currency amounts into their foreign currency payment accounts that are opened at a credit institution or a branch of authorized foreign bank to operate in foreign exchange activity (hereinafter referred collectively to as an authorized credit institution) must also declare to Customs. The entry-exit declarations with the Customs's certification of the amount of foreign currency in cash will be the basis for the licensed credit institutions to deposit foreign currency in cash into their payment accounts.

Moreover, in the Decree No. 45/2016 / ND-CP amending and supplementing a number of articles of the Government's Decree No. 127/2013 / ND-CP dated 15/10/ 2013 stipulating the sanctioning of administrative violations and enforcement administrative decision in the customs field stated that: people on exit who fail to declare or incorrectly declare the amount of foreign currency in cash or Vietnam Dong in excess of the prescribed level upon exit shall be sanctioned as follows:

A pecuniary penalty from 1 million vnd and 3 million vnd for the case of carrying excess value as violation exhibit have equivalent value from 5 million vnd to under 30 million vnd.

A pecuniary penalty from 5 million vnd and 15 million vnd for the cases of carrying excess value as violation exhibit have equivalent value from 30 million vnd to under 70 million vnd.

A pecuniary penalty from 15 million vnd and 25 million vnd for the cases of carrying excess value as violation exhibit have equivalent value from 70 million vnd to under 100 million vnd.

A pecuniary penalty from 30 million vnd and 50 million vnd for the cases of carrying excess value as violation exhibit have an equivalent value from 100 million vnd and over but it is not a crime.
