More than 80 delegates from member countries, representatives of the World Customs Organization (WCO) and regional WCO offices attended the conference.

Attending and speaking at the conference, WCO Secretary General, Mr. Kunio Mikuriya emphasized the importance of Customs in the Asia-Pacific region in the context of increased regional trade and pressure to facilitate trade while maintaining security and safety for the community.

He also stressed the ongoing WCO activities as well as the implementation of the WCO Strategic Initiatives and Strategies for 2017-2018. This is highlighted by the Mercator program which supports members to implement the WTO Trade Facilitation Agreement and recommends member countries on new forms of trade, such as e-commerce and control over illegal financial transactions, as well as new tools such as blockchain. In addition, the WCO Secretary General shared the WCO's key activities in the near future.

As a regional coordinator of intelligence and control issues, the Asia-Pacific Regional Intelligence Office reported activities which has been implemented since 2017 as follows: activities against illegal trafficking of new psychotropic substances, drug trafficking activities; anti-trafficking of ammunition and explosives; the project to combat illicit drug trafficking by sea and air; the project against the illegal transportation of drugs on the route which does not focus on passengers on entry or exit; and anti-smuggling project.

In addition, the Regional Capacity Building Office will also report the results of the regional capacity building activities in 2017-2018. Accordingly, the activities of the Office are aimed at strengthening the capacity of Customs member countries through the organization of training sessions.

At the conference, the leaders adopted the 2018-2020 Strategic Plan with three key pillars: security and trade facilitation; control and compliance; and capacity building. The strategic planning phase has been refined and focused on the content that members are interested in, not spread as the previous phase.

Accordingly, Fiji hosted a 1-day conference on border management solutions with the participation of the private sector, such as DHL, UPS, Deloitte, which emphasized the importance of solution and standards, that can be effectively applied to Asia-Pacific countries and stakeholders in border management, security and trade facilitation.

Within the framework of regional cooperation, Vietnam is considered as an active participant in the implementation of activities, programs and projects related to Customs control. In addition, the WCO selected Vietnam as the priority member for the implementation of the Mecator program to support the implementation of the WTO Facilitation Facilitation Agreements.
