Da Nang Customs strives to reform business support

Connecting with businesses
Da Nang Tien Sa Port is a crucial transportation hub for the East-West economic corridor, serving as a bridge for domestic and international trade. It plays a decisive role in the economic development of the Central and Central Highlands regions. Recognizing this importance, the Da Nang Port Customs Branch has comprehensively implemented various solutions, focusing on proposing, building, and reforming mechanisms and policies, as well as enhancing modernization to facilitate import-export businesses and investment attraction in the area.
Accordingly, communication, and business support activities have been intensified through quarterly thematic dialogue conferences with businesses and the effective operation of the Issue Resolution Team at the Customs Branch. Notably, the Customs Branch has researched and applied tools and utilities to support businesses, such as "Digitalization of publicly posted documents at Da Nang Port Customs Branch". With this application, businesses can quickly find legal documents related to customs procedures through QR code scanning.
In addition, the Da Nang Port Customs Branch always aims to strengthen the connection between Customs and Businesses. In 2024, the Department reviewed, evaluated, and proposed a large-revenue, high-compliance enterprise to participate in the Pilot Program to support import-export businesses. Additionally, the continues to support other large-revenue enterprises such as Thaco Truong Hai, Number One, Heineken, etc.
With many positive solutions to support businesses in customs procedures, in the first six months of the year, the Da Nang Port Customs Branch processed procedures for 1,761 enterprises, accounting for 73.1% of the total number of enterprises participating in import-export activities in the entire Department; processed customs procedures for over 12,400 declarations, an increase of 18% compared to the same period in 2023.
Unlike port customs branches, Hoa Khanh-Lien Chieu Industrial Park Customs Branch specializes in managing and processing procedures for mainly processing, export, and processing under contract businesses. According to the Hoa Khanh-Lien Chieu Industrial Park Customs Branch, the proportion of processing, export, and processing under contract businesses accounts for about 80% of the total number of businesses performing procedures. The management area includes Hoa Khanh Industrial Zone, Lien Chieu Industrial Zone, High-tech Zone, and businesses outside the Industrial Zone, High-tech Zone of Lien Chieu District, and some communes of Hoa Vang District. Therefore, while implementing solutions to facilitate and support businesses in the area, the unit also strengthens management and risk prevention measures.
In the first six months of 2024, the Department organized a dialogue and consultation conference between Customs and businesses with the participation of more than 50 enterprises in the area; organized a working group to work with 4 enterprises with large tax revenue at the Customs Branch to update guidance on new documents, while exchanging and promptly resolving difficulties in customs procedures, aiming to enhance compliance, facilitate import-export activities, and investment in the area.
As a result, in the first six months of 2024, the Department processed 28,570 declarations, an increase of 12.14% compared to the same period in 2023; total import-export turnover reached US$597.759 million, an increase of 13.28% compared to the same period; state budget revenue reached VND236.8 billion, an increase of 2.5%. Notably, the department did not allow tax arrears to occur.
Encouraging businesses to participate in import and export in management area
One of the key solutions implemented by Da Nang Customs Department to reform and facilitate trade is to support and encourage businesses to participate in import-export activities within the area.
In addition to the pilot program supporting and encouraging businesses to voluntarily comply with customs law of General Department of Vietnam Customs since 2021, Da Nang Customs Department has issued the program "Facilitating and supporting businesses to comply with customs law" in the management area of Da Nang Customs Department. Monthly, information is searched, analyzed, and sent to businesses' email boxes, such as information on compliance levels, reasons for the business information system's assessment of low, medium, and non-compliance levels; warnings about tax debts, fee debts, and other errors for businesses to rectify in order to support businesses in enhancing voluntary compliance capacity.
Implementing the "Pilot program to support and encourage businesses to participate in import-export activities in Da Nang City," to date, all member businesses have been supported with content as committed to in the program, with no cases of businesses being administratively sanctioned. According to the Customs Control and Supervision Division (Da Nang Customs Department), in the coming time, it will continue to coordinate in reviewing, analyzing, and evaluating data and import-export activities of businesses engaging in import-export outside the area to select businesses that meet the requirements and conditions of the program to promote, encourage, and invite participation in the next phase.
Furthermore, organizing a summary evaluation of the program's performance to identify solutions to adjust and supplement shortcomings and limitations, while expanding the number, scale, and businesses participating in the program to further enhance the effectiveness of supporting and encouraging businesses to participate in import-export activities in the city.
