Customs enhances resources to implement quality inspection/food safety inspection for imported goods

VCN - Improving the resources of the customs authority is an important task the General Department of Vietnam Customs needs to perform in order to implement the reform goal as a focal point in quality inspection and food safety inspection of imported goods.

In order to deploy the task, the Ministry of Finance has assigned the General Department of Vietnam Customs to enhance resources of the Customs authority to implement quality inspection and food safety inspection for imported goods.

Specifically, the Customs authority has structured, consolidated and reorganised human resources to ensure the performance of quality inspection and food safety inspection for imported goods.

Determining the demand on human resources for performing inspections at the Customs Departments of the provinces and cities and the Customs Department on Goods Verification; internal transfers and identification of the demand on additional recruitment. Make a recruitment plan for supplementing qualified human resources in order to meet the requirements and submit to competent authorities (if necessary).

An important task to deploy the mission is that the General Department of Vietnam Customs trains customs officials at units of the Customs Departments of provinces and cities and officials of Customs Department of Goods Verification to ensure their capacity to carry out quality inspection and food safety inspection for imported goods at border gates.

In order to deploy staff training, the Ministry of Finance assigned the General Department of Vietnam Customs to identify training content and needs for quality inspection and food safety inspection for imported goods. Coordinating with line ministries to organise training on legal documents and procedures and testing skills.

The General Department of Vietnam Customs has been equipped with technical equipment and machinery for performing quality inspection and food safety inspection for imported goods at border gates.

To consolidate and standardise the resources of customs authority to analyse, inspect, certify and test goods in accordance with the designation of line ministries. Specifically, reviewing, rearranging organisational structure, consolidating equipment of the Customs Department of Goods Verification to perform goods analysis, inspection, certification and testing; specifically amending the functions, tasks and organisational structure of the Customs Department of Goods Verification and the Analysis Center; training to improve the capacity on goods analysis, inspection, certification and testing; completing dossiers and sending them to line ministries to be designated to perform the analysis, inspection, certification and testing of goods.

Previously, in Decision 38/QD-TTg, improving the quality of resources was one of the solutions to reform the model of quality inspection and food safety inspection for imported goods.

In particular, it is necessary to restructure and reorganise the human resources of the customs authority to carry out quality inspection and food safety inspection for imported goods at border gates. To coordinate with line ministries in training and guiding customs officials to ensure expertise in quality inspection and food safety inspection of imported goods at border gates.

Standardise processes, procedures, and additional equipment of customs authorities to meet the requirements of quality inspection, food safety inspection of imported goods in accordance with standards and technical regulations of ministries managing sectors and fields.

At the same time, to expand and improve the performance of designated assessment organisations through reviewing and standardising the capabilities and professional processes of designated conformity assessment organisations. Strengthening the capacity of the units and organisations performing the inspection, analysis of the Customs authority in order to meet national standards and international standards for organisations performing the certification that is accredited operations, designated to participate in the performance of certification or inspection of goods.
