Customs directs to carefully inspect conditions for customs sealing to prevent taking goods out of container

Specifically, the General Department of Customs has required the units to request customs officers and employees to strictly implement the current legal provisions on customs procedures for goods transportation under the customs supervision and written instructions of the General Department of Customs on strengthening customs inspection and supervision for temporary imports for re-export, goods in transit and the use of electronic positioning seals for goods transported under customs supervision.
In particular, the General Department of Customs requested to carefully inspect the conditions of the cargo compartments, cargo means, and customs sealing and make sure the customs sealing position is firm and easy to observe.
For positions suspected of possibly changing the structure, being abused to change the status quo, and taking the goods, it is requested to make a certification record, refuse the sealing, and conduct customs supervision. The goods owner (or vehicle owner) is requested to change the mean of transport, packaging, or container of goods subject to customs supervision to ensure customs inspection and supervision for independently transported goods.
Previously, according to the information reflected by the press agency, there have been a number of cases that goods transported subject to customs supervision have been taken out of the containers during the transportation process.
Notably, on June 22, 2023, the Noi Bai International Airport Customs Branch coordinated with the Economic Police Department, and the Hanoi City Police to detect Nguyen Van Hoa (born in 1992, in Soc Son, Hanoi - the director of HB Express Co., Ltd.) leading the illegal cross-border transportation of goods.

Through investigation, the authorities identified a new type of trick that smugglers used to bring high-value goods from abroad into Vietnam. They have taken advantage of the temporary import for re-export while waiting for export to a third country, to change cheap goods for profit.
The case is under process according to the decision on criminal prosecution by Hanoi City Police.
