Customs deploys 45 key groups of reform and modernization in 2017

Accordingly, Customs will deploy 45 groups of reform and modernization. Some key activities such as: Improve the Customs law system, Law on export and import duty, and tax administration for imported and exported goods; Codify internal law and implement the agreements according to the roadmap signed by Vietnam; Review and propose the adjustment of administrative procedures in the fields related to the Customs procedures in a simplified manner to ensure the requirements of State management and create the best conditions for people, organizations and enterprises when approaching and solving public services; Standardize Customs procedures and identify operational requirements to enhance the application of information technology and modern equipment and technologies; Build and supplement the information technology system to meet the requirements of applying electronic modes in the implementation of a number of the Customs procedures and management which have not been deployed by the VNACCS/VCIS; Complete the upgrading of some satellite information technology systems to meet new regulations; and Carry out electronic connection and exchange of goods at seaports.

In addition, in 2017, Customs continues to promote the deployment of the National Single Window and ASEAN Single Window and activities to improve the efficiency of inspection, supervision and control of export and import goods and specialized inspections.

Specifically, Customs will build the dossier centralized checkpoint model for many Customs Branches; Actively coordinate with ministries and sectors to amend the system of legal documents on specialized inspections; Actively coordinate with ministries and sectors to build and fully promulgate the list of commodities subject to specialized inspections and HS code; Promulgate the national standards and technical regulations for goods subject to specialized inspections; Collaborate with ministries and sectors to promote the application of the specialized inspection principle under the new method; Build and deploy the project "Improving the quality and efficiency of channel classification and inspection decision in the implementation of the Customs procedures for import and export goods".

At the same time, Customs will expand the implementation of electronic payment of Customs duty and charges; Annually reduce the rate of Yellow channel inspection; Publicize the assessment criteria and have a warning system, and publicize the reasons of classification channel for enterprises; Build the voluntary environment in the legal compliance of the business community.

Customs will also implement many activities to improve the quality of human resources; and carry out Customs integrity.
