Customs announces information about statistics of re-exported goods

According to the General Department of Vietnam Customs, implementing Decree No. 60/2018/ND-CP of the Government dated April 20, 2018, regulated the content of the national statistical reporting regime and Circular No. 02/2019/TT-BTC of the Ministry of Finance dated January 14, 2019 stipulating the regime of statistical reporting of the finance sector, the General Department of Vietnam Customs made reports and disseminated statistics on re-exported goods, starting from the year of 2019.

Under provisions of Decree 60/2018/ND-CP as mentioned above, re-exported goods are goods originating from foreign countries which have been imported earlier and are listed as imported goods, then re-exported as status quo or simply processed, preserved, repackaged, without changing the basic nature of the goods.

The determination of the origin of export goods is based on the guidance of Circular No. 38/2015/TT-BTC of Ministry of Finance dated March 25, 2015, Appendix II - Information criteria related to e-customs procedures for import and export goods. Countries and territories of goods origin are guided to declare on the goods description section of the customs declaration under the principle of "goods description & code of country of origin".

The statistics of re-exported goods include the information: Group/main commodity, unit of calculation, quantity (for groups/items with quantity statistics) and statistical value of USD. This form is reported on a quarterly basis and the cumulative figures from the beginning of the year to the reporting quarter.

The implementation of re-exported goods statistics is an effort of the General Department of Vietnam Customs in the performance of recommendations of the United Nations Statistics Office (UNSD) to be more full as well as meet high demand on data of users.

The General Department of Vietnam Customs is periodically publishing a lot of statistical information related to import and export activities such as: monthly import and export; export goods to some countries/territories divided by key goods item by month; import goods to several countries/territories divided by key goods item by month; exporting goods of foreign direct investment (FDI) enterprises by month; importing goods of foreign direct investment (FDI) by month; export and import by province/city by month.
