On September 30, Hai Phong Customs Department issued a notification to its units, about the adjustment of the codes of warehouses, yards, and ports.

Accordingly, implementing the adjustment plan, assigning the management of warehouses, yards, and ports, Hai Phong Customs Department requested customs branches to notify the list of granting new codes of warehouses, yards, and ports that will be applied from midnight on October 1, 2020, to enterprises operating warehouses, yards and ports in order to configure the connection of the VASSCM system and guide customs declarants to use the updated supervision locations (warehouse location code/code of port of destination) new on ECUS5 System, VNACCS system when making customs declarations.

Hai Phong Customs Department announced the adjustment and assignment of management areas of some customs branches from October 1, 2020.

Dinh Vu Petroleum Service Port (Dinh Vu PTSC) changes from Hai Phong port area 1 Customs Branch to Hai Phong port area 3 Customs Branch.

Newport 128 port will change from Hai Phong port area 2 Customs Branch to Dinh Vu port Customs Branch.

Nam Hai Dinh Vu Port is changed from Hai Phong port area 3 Customs Branch to Hai Phong port area 2 Customs Branch.

The ICD Newport Hai Phong is transferred from the Hai Phong port area 2 Customs Branch to Dinh Vu port Customs Branch.

The bonded warehouse of Tan Cang 128 and CFS warehouse of Tan Cang 128 (located in Newport 128 port) will change from Hai Phong port area 2 Customs Branch to Dinh Vu Port Customs Branch.

According to Deputy Director of Hai Phong Customs Department Nguyen Kien Giang, this was a regular change to suit the reality and development trend of the port system in Hai Phong.

Secondly, the adjustment would help the unit effectively use the facilities, equipment and human resources of the customs branches.

The third important reason is the need to facilitate warehouse, yard, and port businesses as well as the import-export business community.

“In fact, in Hai Phong, there were four main enterprises operating in the field of seaport business: Hai Phong Port Joint Stock Company; Newport Corporation; Vietnam Container Joint Stock Company (VICONSHIP); and Gemadept Joint Stock Company. However, in the past, there were still a number of warehouses, yards and ports owned by a company that were under the management of two customs branches. Therefore, this adjustment would help to facilitate toward the direction that warehouses, yards, and ports of enterprises would implement customs procedures at one branch, thereby facilitating the enterprises operating warehouses, yards and ports businesses and facilitate import-export businesses,” Nguyen Kien Giang said.

From the process of development and urbanisation in Hai Phong, many large ports like Hoang Dieu, Chua Ve of this locality are now located in the inner city, hence import and export goods have decreased significantly.

Therefore, according to the development trend, Hai Phong city is focusing on investment in developing modern seaport systems in Lach Huyen international gateway port area, Dinh Vu peninsula area in order to meet the needs of a large volume of import and export goods through the area which is growing rapidly.
