Many support activities

To bring the development of the Customs-Business partnership more and more into reality, in recent times, Bac Ninh Customs Department has promoted propaganda to the business community of guidelines, policies and newly issued documents in the field of state management of customs such as customs laws: customs procedures, tax procedures for imported and exported goods and key modernization projects, etc. The unit also regularly updates new documents on customs procedures, customs inspection, supervision, import-export tax, tax management as soon as they take effect on the electronic information page, check-in locations to help businesses promptly grasp and comply with regulations.

It can be said that propaganda activities have been deployed by Bac Ninh Customs Department and its affiliated customs sub-department in many diverse forms and means such as direct propaganda at the Customs office, through dialogue conferences, promoting through applications Zalo, Trello, etc.

During the period 2014-2024, Bac Ninh Customs Department organized about 10 training topics on customs skills, guided settlement reports, etc, supported about 1,500 problems and recommendations of businesses.

Through propaganda activities, in the past 10 years, Bac Ninh Customs Department has disseminated to the business community about 300 legal documents of all kinds. Thereby, ensuring that businesses in the management area fully and promptly grasp new legal regulations in the field of customs to properly implement the process of import and export of goods.

In addition, Bac Ninh Customs Department consults businesses and relevant parties on the content of developing legal documents, processes, customs procedures, forms, documents, electronic documents, information elements and indicators to serve the requirements of digitization and digital transformation in the Customs sector; regulations on management mechanisms, methods, order, and procedures for quality inspection and food safety inspection for imported goods, etc. At the same time, consult with Enterprises - Customs regarding proposals, recommendations of companies on solutions to improve legal policies, procedures, law enforcement organizations, solutions for connecting, exchanging information, sharing data with technology systems information during customs procedures.

Through consultation activities, Bac Ninh Customs Department has received contributions from the business community, thereby proposing the work of building policies and legal regulations that are close to the reality and customs of trade, business, production and management methods of enterprises, meeting state management requirements and creating favorable conditions for enterprises. At the same time, create consensus in the business community, help make customs operations transparent, limit negative phenomena, improve service quality, and build trust of the business community with the Custom sector.

Businesses have the fastest access to information

Talking with reporters of Customs Magazine, Mr. Duong Van Tan, Head of Logistics Department, Hong Sun Transport Consulting Joint Stock Company highly appreciated the professional units under the General Department of Customs and Bac Ninh Customs Department in the work of supporting and accompanying businesses, contributing to facilitating import and export activities. According to Mr. Tan, the support from the Customs agency is very useful, helping businesses access and update new information related to customs legal policies as quickly as possible, thereby helping businesses carry out customs procedures well, comply with customs laws, contribute to the socio-economic development situation in the area.

“The General Department of Customs and Bac Ninh Customs Department continue to strengthen business dialogues, organize more thematic seminars according to issue groups and fields of interest to businesses. For example, related to on-site import and export activities, activities of sending goods to bonded warehouses or post-customs clearance audit activities, etc. In particular, businesses also pay a lot of attention to preparing settlement reports by small and medium-sized enterprises which do not have specialized staff, so training conferences are needed to help businesses master knowledge, thereby avoiding errors. We hope that the General Department of Customs will be a "bridge" between businesses and ministries, departments and branches to promulgate legal documents so that businesses can better understand product policies, as well as provide clearer answers about product policies that businesses are interested in", Mr. Duong Van Tan proposed.

As an enterprise recognized as a priority enterprise by the General Department of Customs, Ms. Pham Thi Hong Hanh, representative of FUSHAN TECHNOLOGY Vietnam Co., Ltd. said that the flow of export and import goods of the enterprise is very large (In 2023, businesses generated about 22,000 declarations, turnover reached 2 billion USD), so support activities from the Customs agency such as business dialogues and information on legal documents are very useful for their operations. From the General Department of Customs level, Bac Ninh Customs Department and Customs Sub-department always support solving problems that arise during the process of carrying out customs procedures, thanks to that goods can be circulated quickly and meet the customs clearance time, production schedule, good implementation of commitments to customers, on-time delivery.

"Enterprises are committed to complying at the highest level, supporting partner units, suppliers also comply with customs laws, in order to improve legal compliance of both sides," Ms. Pham Thi Hong Hanh emphasized.

Although customs procedures have become more convenient for businesses, Ms. Pham Thi Hong Hanh hopes that problems related to specialties, analysis and classification of goods need to shorten the response time from ministries, departments, branches. Customs authorities can organize dialogue conferences with the participation of ministries, departments and branches so that businesses can share difficulties, propose the development of cooperation programs, and sign priority agreements for priority businesses.
