Creating motivation for businesses to develop

As usual every year, from the beginning of 2024, Bac Ninh Customs Department has made working plans with major enterprises and corporations on three provinces of Bac Ninh, Bac Giang and Thai Nguyen. In the plan, the department’s leader expects to grasp the production and business status, recognize difficulties and proposals related to customs management of enterprises.

In the first days of the Lunar New Year, Customs Magazine’s reporters have followed the department’s working team to work with companies of Trina Solar Group (Yen Binh Industrial Park, Thai Nguyen province).

At the working session, the leader of Bac Ninh Customs Department expressed his desire to get feedback from businesses to further improve the customs management. At the same time, the department commits to support and instruct to remove obstacles, and give warnings to businesses to avoid errors, thereby accompanying with businesses to expand production scale in Vietnam.

At the working session, Director of Bac Ninh Customs Department Tran Duc Hung said that over the past time the department has promoted the implementation of activities related to the development of Customs-Business Partnership and Pilot Program to support and encourage businesses to voluntarily comply with customs laws.

The department has actively grasped the status of enterprises and publicized and supported the business community to understand and comply with regulations related to import and export activities, helping businesses gradually improve the compliance level, reduce the rate of declarations subject to dossier inspection and physical inspection. The implementation of activities by Bac Ninh Customs Department not only concretize the goals of Customs reform and modernization but also improve the provincial competitiveness index in the provinces managed by the department, including Bac Ninh, Bac Giang and Thai Nguyen.

Mr. LU SONGBO, Import-Export Director of Solar Group, said that during operation in Thai Nguyen, the group has been supported and facilitated by Bac Ninh Customs Department and Thai Nguyen Customs Branch. Especially, the Customs has instructed and removed obstacles the group to well comply with the law and to be quickly cleared goods.

“The facilitation of Bac Ninh Customs Department is an important motivation for the Group to soon increase investment in Thai Nguyen. We hope that the Customs will continue to accompany and support us for stable operation in Vietnam” Mr. Mr. LU SONGBO said.

After working with Trina Solar Group, the working team of leaders of Bac Ninh Customs Department has worked with companies such as Goertek Vina Co., Ltd. (Que Vo Industrial Park, Bac Ninh); Goertek Technologi Company Limited; Amkor Technologi VN Company Limited (Extended Que Vo Industrial Park, Bac Ninh); Canon Vietnam Co., Ltd. (Que Vo Industrial Park, Bac Ninh); Hana Micron Vina Company Limited (Van Trung Industrial Park, Bac Giang). These are enterprises specializing in major fields interested by Vietnam such as semiconductor devices, solar batteries, electric motorbikes...

Effectively developing partnership

According to Director Tran Duc Hung, currently, the department has managed about 6,500 import and export enterprises located in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen. The import and export regimes mainly include non-taxable import and export goods of export processing enterprises, and some taxable regimes such as exported machinery and equipment; imported goods for production business; imported goods for consumption business...

According to the leader of Bac Ninh Customs Department, there are about 31 industrial parks with an area of more than 12,000 hectares in three provicnes of Bac Ninh, Bac Giang and Thai Nguyen. According to the planning of the three localities, the number and scale of industrial parks will continue to increase in the near furture.

Accordingly the surge in the number of enterprises has led the increase in the volume of imports and exports, imposing requirements and pressure in management for the Customs to meet management requirements while facilitating international trade activities.

In the first days of the year, Bac Ninh Customs Department has directed its subordinated units to facitlitate trade and reduce customs clearance time for imports and exports of the business community, promoting production, business and economic development. Besides, the Department is determined to effectively develop the Customs-Business partnership.

Accordingly, in order to promote the effectiveness of developing the partnership between Customs - Businesses and related parties, Bac Ninh Customs Department will strongly develop Customs-Business partnership in 2024 and following years, aiming to get the support and participation of the business community in the Customs reform and modernization, and improving the effectiveness of implementing customs policies and laws and performing public duties in the Customs industry.

At the same time, promptly and effectively resolve difficulties and obstacles to share, support and create favorable conditions in the process of customs procedures for the business community, contributing to building an open, transparent, effective, attractive and reliable business investment environment.
