Bac Ninh Customs: Efforts to support businesses to promote growth

Many solutions to support businesses

Recently, the economic and social situation of the three provinces of Bac Ninh, Bac Giang and Thai Nguyen has improved a lot. In particular, in the first seven months of 2024 alone, the Index of Industrial Production (IIP) of Thai Nguyen rose by 7.15%; Bac Ninh 10.44%; Bac Giang 28.3% compared to the same period in 2023. These are important results and positive signals in industrial production in particular and economic growth in general in the provinces managed by Bac Ninh Customs Department.

Contributing to the above results, Bac Ninh Customs Department has resolutely implemented flexible and timely solutions, suitable to new developments, to promptly remove difficulties and obstacles to support businesses in developing production and business. At the same time, the department has strictly followed the direction of the General Department of Customs and the People's Committees of the three provinces on supporting and developing businesses.

As of August 27, 2024, Bac Ninh Customs Department has processed 872,092 import-export declarations (excluding on-site import-export declarations); total turnover reached US$114.68 billion. The unit collected VND8,874 billion, reaching 79% of the target in 2024 (VND11,200 billion).

Bac Ninh Customs Department regularly cares about and accompanies businesses; proactively proposes support policies, resolutely directs administrative reform, improves the capacity of civil servants; implements the inter-agency one-stop-shop mechanism and the modern electronic one-stop model, to minimize procedures and shorten the time in processing for businesses. In addition, the department also rectifies inspection and examination work to reduce overlaps and inconveniences for businesses; creates the best conditions for businesses to stabilize and develop production and business.

Bac Ninh Customs Department has proactively worked with and supported 18 businesses and large corporations operating in production and business of major export industries in the three provinces such as textiles, electronics, semiconductors, etc. At the working sessions, the unit promptly answered and resolved difficulties and problems of the businesses. Regarding the proposals and recommendations of the businesses on amending legal documents, Bac Ninh Customs Department has acknowledged and reported to competent authorities for settlement.

In addition, implementing the Pilot Program to support and encourage businesses to voluntarily comply with customs laws, to date, Bac Ninh Customs Department has signed a memorandum of understanding with 17 businesses in the area. Within the framework of the Program, businesses will receive support and guidance from the Customs agency on contents related to the application of risk management, compliance with customs laws and implementation of customs procedures for import and export goods, contributing to improving compliance level and reducing customs clearance time.

Bac Ninh Customs Department has also coordinated with Tan Cang Corporation and Vietnam Railway Corporation to implement customs clearance activities for import and export goods at Tan Cang Que Vo ICD and Kep International Railway Station, helping the business community of the three provinces of Bac Ninh, Bac Giang and Thai Nguyen have more options for suitable transportation methods in import and export activities.

Efforts to increase budget revenue

Bac Ninh Customs Department has 6,275 enterprises carrying out customs procedures, including 1,188 enterprises in the export processing and production sector.

The import sand exports through Bac Ninh Customs Department are mainly non-taxable goods of export processing enterprises that are exempt from tax (import of raw materials and supplies for export processing, and production; export of processed products, etc.). Some taxable types include imports of machinery and equipment; imports for production and business; imports for consumption business...

To complete the budget collection task, Bac Ninh Customs Department continues to closely follow and implement the Prime Minister's Directive on urgent tasks and solutions, removing difficulties for production and business, creating maximum convenience for the business community but still ensuring strict supervision and management in accordance with the provisions of law. At the same time, the department will strengthen the review, grasp the revenue sources, research, propose and implement solutions to increase revenue, prevent revenue loss.

In the work of tax debt management, the unit continues to inspect, review and accurately classify the tax debts at the unit to completely handle in accordance with regulations.

Along with that, the unit will review and inspect cases of tax exemption, tax reduction, tax refund, non-tax collection, non-taxation, especially review and recover tax exemption, tax reduction, tax refund, non-tax collection for ineligible cases; supervise goods processed and manufactured for export, processed goods, , goods in bonded warehouses, goods in off-airport cargo terminal, goods transported under customs supervision...
