Building Trust

In the days-remaining of 2016, the Ha Nam Customs Branch was busier with more enterprises doing Customs procedures than usual. The happy talk and enthusiastic guidance of the Customs officers made the atmosphere more eventful. Together with that were urgent and rapid behaviors of the Ha Nam Customs officers. Not only guiding the Customs procedures for businesses, Customs declarants, but also the Ha Nam Customs leaders and officers were trying their best to complete the task of revenues in 2016.

Mr. Nguyen Van Khai, Director of Ha Nam Customs Branch confided, after being separated for a new unit, to put the apparatus in reality, the Unit has worked with enterprises operating across the province, announced and publicized the advantages for the enterprises when doing Customs procedures, and directly addressed the difficulties of enterprises in import-export activities. The Unit also provided solutions and commitments to create the most favorable conditions for enterprises in the implementation of procedures related to import-export activities. In addition, the Branch regularly and promptly offered solutions to increase import - export turnovers as well as addressed the challenges of enterprises in the implementation of Customs procedures. "The increase in the number of enterprises doing Customs procedures in the last days of 2016 makes the Branch Customs Officers busy and stressed in handling procedures. Meanwhile, the unit has only 14 officers working all days and nights to handle the procedures as quick as possible to ensure the goods of enterprises to be delivered to the partners in the right time. Due to drastic reform of administrative procedures, the work of the Branch is always done quickly and smoothly ", Mr Khai added.

At the lobby, the enterprises were rushing to carry out the procedures for orders to deliver to their partners in 2016, Mr. Nguyen Ngoc Tan, Deputy Director of Happytex Vietnam company said that from its inception (1998) to now, the company has only implemented Customs procedures at the Ha Nam Customs Branch and always received enthusiastic supports from Customs officers, even out of the working time when there are consignments to be delivered to customers urgently, the Company also is supported by the Customs Branch.

Announcing a delight in the State revenues of 1,042 billion vnd, equal to 160% of the target assigned by the Ministry of Finance (650 billion vnd), before saying goodbye to me, Mr. Khai was excited to acknowledged that this outstanding result was achieved with support from and responses of enterprises and the drastic directions of the Ministry of Finance, the Provincial Authority, People’s Committee of Ha Nam province, the General Department of Vietnam Customs, the Ha Nam Ninh Customs Branch and the unit’s efforts in tax collections.

Continuing to visit the Nam Dinh Customs Branch, Head of the Customs Branch was proud to tell me that from the beginning of 2016 till now, there were more new enterprises operating in the garment sector voluntarily registering to do Customs procedures at the Branch such as Viet Thuan Joint Stock Company, SCT Vietnam Co., Ltd, Santa Clara Co., Sinsaegi Vietnam – Han Co., Ltd. In 2016, the total –export turnover across the Nam Dinh Customs Branch increased by over $US 900 million, the tax revenues reached 296 billion vnd, equal to 155% of the assigned target of 190 billion vnd of the General Department of Customs 190 billion vnd, up by 178% compared to the same period in 2015, being a good sign, catching up with the new operating environment and gradually asserting position and potential of Nam Dinh province in the current time and future.

From 10 September, 2016 when the General Department of Customs (Ministry of Finance) collaborated with the People's Committee of Ninh Binh held a ceremony to announce the establishment of Ha Nam Ninh Customs Department under Decision No. 546 / QD-TTg dated 4 April 2016 of the Prime Minister, so far the Ha Nam Ninh Customs Department has officially operated for more than 4 months. Being a "young unit" of Customs, it plays an important and necessary role in managing import-export activities, foreign investments and production and business and promoting the socio-economic development in Ninh Binh, Ha Nam and Nam Dinh.

When we talked to some enterprises doing procedures at Ha Nam Ninh Customs Department, we easily saw that they really trust and believe in the Customs office. The trust of enterprises, especially FDI enterprises is multiplied when the Ha Nam Ninh Customs Department was born.

The Leaders of Ha Nam Ninh Customs Department stated that the proactive approach to understand the needs of enterprises for the Customs authority to issue guidelines for policies and procedures in the import- export activities and identify the business type helped the enterprises trust the Customs authority. This is one of the factors supporting the Ha Nam Ninh Customs to maintain revenues and complete the tasks during the past year.

In 2016, the Department’s total revenues reached 3,111 billion vnd including achievements from 9 working months when the Department’s subordinate units were under the Thanh Hoa Customs Department. Therefore, to strive to complete the tasks of the next years, the unit must try its best. In particular, the Ha Nam Ninh Customs has to quickly stabilize the organization, promote the reform of administrative procedures, attract enterprises doing procedures in the province to ensure that Customs activities in the area under its ​​management are not interrupted and are improved in quality; perform well the task of State revenues; comply and take advantages of the directions of the Party committees and authorities in the areas under its management, well coordinate with establishments and departments in the province in performing the tasks assigned, cooperate and support, solve well the difficulties and problems of enterprises to create the most favorable conditions for enterprise development.

Only with coming, visiting and directly seeing and talking with the business community, I found the tremendous efforts of the Ha Nam Ninh Customs Department in a short time. Although “being born later” with the general power of the unit as motivation for the Ha Nam Ninh Customs Department to try its best to make faster progress in order to meet the requirements of tasks set.
