On December 19, the General Department of Taxation held a Conference to review the working performance in 2025 and deploy tasks for 2025. Minister of Finance Nguyen Van Thang addressed the conference.

The state revenue exceeds the target

According to the report of the General Department of Taxation, the Tax sector performed tasks in 2024 in the context of the global and domestic economic situation continuing to be complicated and unpredictable. Opportunities, advantages, difficulties and challenges are intertwined.

Right from the beginning of the year, the Tax sector has closely followed the direction of the Government and the Ministry of Finance, focused on performing seven key tasks and 10 groups of solutions proposed at the conference to review performance in 2023, manage revenue and prevent revenue losses.

Overcoming many difficulties and challenges, the Tax authority has effectively implemented solutions for revenue management and tax work in 2024, bringing the whole Customs sector to achieve the revenue target of 1, 732,000 billion, reaching 116.5% of the estimate, of which domestic revenue reached VND 1,440,413 billion. 60/63 localities have exceeded the 2024 revenue target.

With the determination to accomplish the revenue collection to create resources for economic development under the Prime Minister's direction, the entire Tax sector has made efforts to perform the revenue collection in the last days of 2024.

Accordingly, it is estimated that in 2024, the total revenue managed by the Tax will exceed the estimate by about VND245,588 billion, reaching113.7% compared to 2023.

It is estimated that 19 out of 20 regions, revenues and tax types exceeded the estimate; 16 out of 20 regions, revenues, and tax types increased compared to the same period. 61 out of 64 tax departments completed and exceeded the 2024 state revenue estimate.

The journey to comprehensively digitize tax management

As one of the pioneering sectors in digital transformation in management, in 2024, the Tax sector continues to implement the Tax System Development Strategy for the period 2021-2030 to meet tax management requirements in the context of the digital economy.

In 2024, the Tax sector will gradually integrate all tax management activities into the digital environment, innovate the operating model, and change the technology and digital-based tax service providing methods.

The sector will also apply technology solutions and digital transformation in tax management, focusing on improving the effectiveness of dissemination and support for taxpayers; and reform the management and collection of tax arrears.

For example, in November 2024, the General Department of Taxation piloted the Chatbot to support taxpayers at Hanoi Tax Department.

After only one month of launching, the Chatbot answered about 30,000 questions/answers from taxpayers, thereby contributing to improving taxpayers' law compliance.

This is the year that the Tax sector has focused on inspection, examination, and prevention of revenue loss.

The Tax authority has conducted 62,932 inspections and examinations at taxpayers' premises, reaching 97.5% of the 2024 plan; and inspected 525,792 tax declarations at the Tax authority’s office.

The total amount of fines is VND62,726 billion, meeting 102% compared to the same period in 2023.

Additionally, 439 e-commerce trading floors have provided information to the Tax authority with about 725 thousand organizations and individuals doing business on the e-commerce floor with a total transaction value of more than VND75 thousand billion.

In 2024, the Tax authority collected about VND116 thousand billion, up 20% compared to the tax amount in 2023.

In 2025, the Tax sector aims to achieve the revenue target of VND1,719,556 billion.
