4 solutions to develop Customs – Business partnership

VCN – According to General Department of Vietnam Customs , the implementation of building Customs – Business partnership is based on the principles: Transparency, Publicity, law compliance; Proactive, active, regularly connect to daily work; listening, understanding, sharing, coordination, companionship, trust and co-development.

In the decision to promulgate guidance on the development of the Customs-Business Partnership and related parties issued by the General Department of Vietnam Customs, many new and specific contents will help customs authorities at all levels determine the method of partnership development.

Accordingly, the customs authority builds partnerships with the business community including import-export enterprises, enterprise providing import-export services, ports, warehouses and yards; transportation; customs brokers; with domestic and foreign business associations.

In that, enterprises are divided into groups: Business community in general; group of key enterprises; enterprises actively cooperating with customs authorities; priority enterprises; business associations, chambers of commerce and industry...

In order to develop partnerships, the General Department has presented four solutions: information, consultation, participation, cooperation.

In the information solution: Customs authorities provide to the business community useful information in various forms in order to help businesses to approach and understand the work of Customs authorities and Customs Law. From that they are ready to cooperate, comply and implement laws and regulations.

For the consultation: Customs authorities exchange and discuss with enterprises and stakeholders about finding optimal solutions for the issues related to the implementation of customs management tasks in the customs field. These include measures to remove obstacles, improve service conditions, renovate management methods, apply scientific and technological advances, and improve customs legislations.

For the participation: The customs authorities organize programs and activities with the participation of enterprises in order to carry out a specific task, thereby contributing to improving and enhancing the efficiency of the customs clearance environment; the effectiveness of Customs Law.

For the cooperative solutions: Customs authorities organize cooperative activities with enterprises in order to carry out one or more work items that meet the cooperation needs of the parties on the basis of consensus and agreement between the parties.

For the partnership building and development, it has been carried out on the following contents: Finalization of legal documents; law enforcement; renovating and improving the management mode of the customs authorities and enterprises; build mutual understanding, consensus, cooperation, companionship, trust, mutual benefit between customs and enterprises; timely solve difficulties and problems for business community.
