One of the tasks set out in Resolution No. 02/NQ-CP of the Government on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2024 is to improve efficiency of management, accelerate reform of specialized inspection activities for goods and effectively deploy the National Single Window Portal.

Accordingly, the Government requests the ministries: Industry and Trade, Science and Technology, Agriculture and Rural Development, Transport, Police, National Defense, Health, Information and Communications, Finance Resources and Environment, Construction, Labor - Invalids and Society, Culture, Sports and Tourism to continue to review and reduce the list of import and export goods subject to specialized management and inspection.

​For products and goods that are reduced and managed according to the principle that the competent authority stipulates safety standards, producers and traders must comply. Reviewing and amending the list of items subject to specialized management and inspection in the direction of: reducing low-risk items or non-risk items; adding the list of items exempted or reduced from specialized inspection.

In addition, the Government assigned ministries to research and propose amendments and supplements to regulations on specialized management and inspection of imported and exported goods in legal documents on specialized management and inspection towards: fully applying principles of risk management based on the compliance level of enterprises and the risk level of goods; classifying minor administrative violations that do not affect the value and quality of the goods; and simplifying documents and processes, minimizing administrative processing time.

Replicating good policies and experiences that have proven effective in state management of production and business activities of enterprises such as Decree No. 15/2018/ND-CP dated January 2, 2018 of the Government detailing the implementation of a number of articles of the Food Safety Law. In particular, special attention is paid to replicating regulations on applying risk management; changing from pre-clerance audit to post-clearance audit.

In particular, the Government assigned the ministries to research, amend and supplement regulations in the direction of: exemption from specialized inspection for items imported by enterprises in small quantities for internal use and products and goods which have been manufactured according to advanced processes and technology; acknowledge specialized inspection results of competent agencies, units and organizations of countries with advanced technology; exchange, share, and accept electronic specialized management and inspection certificate with countries such as Certificate of Quarantine (e-phyto), Certificate of Free Circulation (CFS)...

At the same time, strengthen specialized inspection and examination after goods are cleared and circulated on the market. Apply risk management principles based on the compliance level of enterprises in inspection and examination activities of specialized management agencies and customs authorities for goods after customs clearance; minimize inspections for businesses with good compliance records and without history of law violations.

Research and propose to develop legislation and improve capacity for the application of inspection at source and inspection at the circulation stage in the domestic market.

Upgrade, complete and deploy effectively and essentially e-procedures on the National Single Window Portal and specialized data information systems of relevant ministries and agencies.

At the same time, the Government also assigned the Ministry of Finance to preside over and coordinate with relevant ministries, agencies and local authorities to research and recommend the development of a database center and apply risk management methods to implement unified specialized management and inspection nationwide.

Along with that, research and propose solutions to connect data between specialized state management agencies for exported and imported goods; and connect to data on testing, inspection, verification and certification results from conformity assessment organizations on the National Single Window Portal.
