Vietnam Customs plays active role in promoting regional customs integration

How do you evaluate the role of Vietnam Customs in contributing to the development of ASEAN Customs?
Firstly, I am very happy to be in Phu Quoc and witness the transition from Thailand’s ASEAN Chairmanship to Vietnam
Vietnam has played an active role in promoting regional customs integration. Vietnam is one of the first ASEAN Member States to join the discussion and sign the ASEAN Authorized Economic Operator Mutual Recognition Arrangement (AAMRA). This initiative is believed to enhance intra-ASEAN trade by reducing regulatory burden, facilitating the movement of goods, and improving predictability of cargo movement.
In addition, Vietnam joined five other Participating Member States (PMS) to be ready to issue ASEAN Goods Vehicle Cross Border Permits to eligible principal traders allowing them to use one truck for the whole ASEAN Customs Transit System (ACTS) journey.
Vietnam is also actively taking the lead in fighting illegal trade. Along with that, the country researches and applies the best practices of ASEAN Customs such as simplifying customs procedures, and e-commerce, ...
I hope other Customs administrations will make great efforts as Vietnam Customs, thereby bringing value to businesses in the supply chain, especially transportation and logistics businesses.
In your opinion, what should Vietnam Customs do to fulfill the role of Chairman for 2024-2025?
As the ASEAN Customs Director-General chairmanship country in a very important period, when the ASEAN region sees rapid development in fields such as digital transformation, and sustainability transition. The facilitation of paperless trade is also an effective form of reducing carbon emissions in the supply chain.
During Vietnam’s chairmanship, I hope ASEAN Customs can implement the ASEAN Authorized Economic Operator Mutual Recognition Arrangement. Another big area is improving e-commerce information exchange between the Customs and businesses, which is hoped to be achieved during the term. In addition, Vietnam also needs to work with the Customs administrations of ASEAN Member States to complete the Strategic Plan of Customs Development for 2026-2030, as well as the vision for the following years.
In 2023, ASEAN attracted the most FDI in the world, reaching US$230 billion, surpassing China in attracting investment. To continue to do this, we need to continue to facilitate trade, and Customs plays an important role.
During the chairmanship, Vietnam also played a leading role in the joint customs campaign among ASEAN member countries. I think Vietnam will show leadership to successfully implement and overcome the challenges ahead.
How does the effectiveness of cooperation between Customs administrations of ASEAN Member States impact the trade activities in the region?
ASEAN Customs has an important responsibility in enhancing the region's economic competitiveness by ensuring cross-border trade of goods.
The ASEAN region depends heavily on trade activities, with a trade value of US$3,800 billion, making it one of the largest trade regions in the world. Regional trade growth is predicted to reach 5% of regional GDP from now until 2030. The potential of the region is huge, not only for regional trade but also for the whole world. One of the key factors is the free movement of goods within the region and with trading partners.
The trade facilitation role of Customs is very important. The ASEAN Trade in Goods Agreement (ATIGA) is negotiated to upgrade and is expected to be completed in 2025. The new generation of goods, such as e-commerce, and low-value goods, along with commitments on digital transformation as the ASEAN Digital Economy Framework Agreement (DEFA), which is negotiated, including the E-commerce Chapter. This depends on the role of the Customs in facilitating trade, by creating an effective mechanism that states can agree on, and we cannot harmonize procedures tomorrow but can change in a transparent manner.
We are becoming the world's largest trading region, and many states around the world are shifting their supply chains to our region. Their goods need to be moved smoothly across borders. That shows the role and benefits that Customs may bring to regional economic growth.
