Lang Son Customs strengthens coordination to ensure customs management at Dong Dang railway station

VCN - To ensure smooth import-export and transit shipments transported by rail between Vietnam and China as well as with countries in the ASEAN region, Lang Son Customs has been strengthening coordination with the Vietnam Railways Corporation to performs well the tasks and requirements of customs management at Dong Dang International Railway Station.

Recently, promoting import and export activities of goods through Dong Dang International Railway Station has encountered some difficulties. The main reason is that the infrastructure, railway system, warehouse here do not meet the needs of loading, unloading, transporting, inspecting import and export goods. These "barriers" make the turnover of import and export goods through the border gate of Dong Dang International Railway Station not commensurate with its potential.

As a company that regularly carries out import and export activities of goods through Dong Dang International Railway Station, a representative of Truong Thach Company Limited said that relevant agencies need to invest in infrastructure at Dong Dang International Railway Station to improve the station's capacity in railway transport operations, logistics services... to reduce time and costs for import-export enterprises, thereby attracting enterprises carrying out importing and exporting goods through this railway border gate.

Faced with that situation, in mid-2023, the Ministry of Transport has implemented a project to renovate and upgrade items in the Dong Dang international railway station area.

Up to now, through inspection and review of customs operations areas, especially customs inspection and supervision locations, to ensure compliance with the provisions of customs law, Lang Son Customs Department found that the burning site area operated and managed by the Vietnam Railway Corporation Branch - Dong Dang Station has been invested in and built by the Vietnam Railway Corporation and has basically completed many items which have been handed over and put into use as public houses for competent authorities (Customs and Border Guard); warehouses and yards for gathering import-export goods have been completed; construction items such as fences, security gates are under construction process.

In addition, following the content of Official Dispatch No. 13/CD-TTg dated February 6, 2024 on strengthening logistics connections to promote consumption and export of agricultural, forestry and fishery products of the Government, Announcement No. 86/TB-UBND February 28, 2024 of Lang Son Provincial People's Committee at a meeting with Vietnam Railway Corporation; At the same time, in order to continue to facilitate import and export activities via rail, attracting a variety of types of import and export transported by rail as well as gradually further improve the efficiency of state management of customs at Dong Dang railway station, Lang Son Customs Department requests Vietnam Railway Corporation to coordinate together to ensure customs management.

Specifically, Lang Son Customs Department requests that Vietnam Railway Corporation continue to pay attention to construction investment items, upgrading infrastructure, equipment, and logistics warehouses at the inspection site for the Branch of Vietnam Railway Corporation - Dong Dang station to soon hand over and put them into operation and provide essential services to serve import-export activities through Dong Dang station smoothly.

In addition, continuing to invest and improve facilities, equipment, and software to meet the provisions of Clause 3, Article 36 of Decree 68/2016/ND-CP of the Government as amended and supplemented at Clause 18, Article 1, Decree 67/2020/ND-CP regulating conditions for duty-free goods business, warehouses, yards, locations for customs procedures, inspection and supervision.

With the efforts of local government, departments, branches and forces of Lang Son province, it is hoped that difficulties and obstacles will quickly be resolved, thereby helping the turnover of import and export goods through the Dong Dang international railway station grow every year. The goal is to strive for turnover of about US$350 million or more by 2025. Currently, the station's transport capacity meets about 1.5 million tons/year; if the infrastructure is completed, the capacity may increase to 2.5 million tons/year.
