Accordingly, the Resolution requests to continue implementing comprehensively the reform of management, specialised inspection and connecting the National Single Window and ASEAN Single Window.
In particular, the Government requested ministries and agencies to implement fully the reform of specialised management and inspection by 2020 including: applying risk management based on the evaluation and analysis of the compliance of enterprises and the level and size of risks of goods; shifting from carrying out inspection at the goods clearance stage to mainly supervising in the domestic market; publicize the list of specialised inspection items with HS codes at the level of detail, specialised management method of import and export, and the costs that the enterprise have to pay; the form of publicity must be consistent and accessible; applying online public services at level 4.
Completing the review and cutting 50 percent of the items in the list of goods subject to specialised inspection (List of goods subject to specialised inspection and management since the time of promulgating Resolution No. 19/2018/NQ- CP May 15, 2018).
In the first quarter of 2020, the list of goods with corresponding HS code enclosed with table of comparison of the list of items subject to specialised management and inspection before and after reduction should be published fully on the website of the specialised management ministry.
In the second quarter of 2020, completing the arrangement of the organizational structure of the related ministries in the direction that for each commodity will have only one focal point to carry out specialised inspection procedures.
The Government also requested the Ministry of Finance to formulate and submit to the Government for approval the overall project on the construction and development of information technology systems for the implementation of the National Single Window and ASEAN Single Window toward centralized processing; drastically reforming customs procedures towards digitalisation, towards electronic customs, in compliance with international standards.
Chairing to develop a scheme on specialised inspection reform toward the direction of customs authority as a focal point for specialised inspection at border gates (except for goods related to security, defense, quarantine), specialised management ministries should conduct post audit; submit to the Government in the first quarter of 2020.
Besides that, this agency also needed to research and propose solutions to immediately solve problems in the application of taxes on raw materials and excess materials from export production and export processing; chair to supervise the situation and evaluate the results of reforming specialised management and inspection; assess the level of change and impact on import-export enterprises; report to the Prime Minister before December 20, 2020.
The Resolution also assigned the Ministry of Agriculture and Rural Development to apply the principles of risk management, classify priority channel, mutual recognition in specialised management and inspection of import and export activities of seafood; guide and distinguish between quarantine and food safety inspection.
Giving clear and specific guidance on how to inspect (especially organoleptic inspection), ensuring consistent implementation, avoiding raising costs for businesses; chair and coordinate with the Ministry of Finance to review and amend Circular No. 285/2016/TT-BTC on ways of calculating veterinary charges and fees in order to reduce unreasonable expenses for enterprises.
