Thanh Hoa Customs creates attraction from the support and company

Support enterprises, nurturing revenue source
Talking to reporters, Director of Thanh Hoa Customs Department Le Xuan Hue said that, to carry out the task of revenue collection and achieve the highest results, the unit's leaders have directed affiliated branches to proactively deploy solutions to increase revenue and prevent loss of revenue appropriate to characteristics and situation. At the same time, proactively evaluating the impact of international integration commitments that may affect revenues, closely following world oil price developments to promptly assess the level of impact; implementation of new projects, import-export activities of enterprises operating in the management area, timely solutions to promote and nurture revenue sources, ensuring correct and sufficient collection.
In particular, the business support policies of the Government, the National Assembly as well as Thanh Hoa province are promptly updated and disseminated so that the business community can proactively understand and effectively implement them.
The tasks that are implemented specifically by the customs branches under Thanh Hoa Customs Department are closely to the situation of the management area. At Thanh Hoa Port Customs Branch, Manager Ngo Van Thanh said that the branch's management area is spread across industrial zones in the province with more than 200 enterprises operating in import and export activities, including nearly 150 enterprises engaging in regular import and export activities; the main goods are garments, footwear, seafood, construction materials... These are not only businesses that create jobs for tens of thousands of workers but also make important contributions to the province's economic growth. Therefore, facilitating these businesses to promote import-export activities is identified by the unit as an important, regular task and a criterion for evaluating the level of task completion of civil servants.
“To accompany businesses, the Branch maintains the organization of customs-business dialogue conferences; besides that, the unit arranges civil servants to perform tasks inappropriate with job positions, meeting the needs of state management of customs; correctly and fully implement customs procedures. Thanks to that, the number of declarations and import-export turnover has increased each year," Mr. Ngo Van Thanh said.
As of March 10, Thanh Hoa Port Customs Branch carried out customs procedures for more than 230 businesses, with over 22,400 declarations, import-export turnover reached more than US$800 million; State revenue reached more than VND38 billion, an increase of 6.7% over the same period last year.
As a key unit, contributing to the state revenue of Thanh Hoa Customs Department, Nghi Son Port Customs Branch has promoted the advantages of its management location to attract shipping lines and import-export businesses to carry out procedure, making an important contribution to the socio-economic development of the province.
Director of Nghi Son Port Customs Branch Le Hong Phong said that for the past three consecutive years, the branch's revenue collection results have exceeded the targets assigned by the Ministry of Finance. Revenue growth directly contributed more than 96% to the state revenue of Thanh Hoa Customs Department.
Shouldering an important responsibility, the department's leaders said that reform and facilitation of import-export activities are given top priority. At the same time, proactively disseminating the province's support policies, attracting shipping lines and import-export businesses to transport goods by container through Nghi Son seaport. As of March 14, 2024, there have been 8 imported crude oil shipments carrying out customs procedures, the import volume reached nearly 2.2 million tons, equivalent to 15.7 million barrels, the average crude oil price reached US$80/barrel, average VAT amount reaches VND396 billion/oil trip; State revenue from imported crude oil reached more than VND3,170.9 billion, accounting for 82.7% of the unit's total revenue.
The results achieved by the branches make an important contribution to the achievement of Thanh Hoa Customs Department which ranked top in the competitiveness index among provincial departments, divisions, and branches in 2021 and 2022.
Continue taking advantage of the seaport
Thanks to the effective implementation of support solutions and promotion of import and export of affiliated units, as of March 14, the total turnover of imported and exported goods carrying out procedures at Thanh Hoa Customs Department reached US$2.9 billion, an increase of 34% over the same period in 2023.
Groups of import and export goods that regularly go through procedures through the area include limestone, wood chips; stone products; cement, clinker, plastic beads, petrochemical refining products; crude oil, petrochemical refining, and auxiliary materials; machinery and equipment serving the construction of investment projects in Nghi Son Economic Zone; gypsum for cement and coal production; garments, footwear...
In addition, Nghi Son Seaport has completed procedures to receive 8 entry and exit container ships of two shipping lines CMA and VIMC with a total of 2,114 containers. The group of goods exported by container is mainly cassava chips, plastic beads, paperboard, stone powder...
Deploying tasks in the next quarters, Thanh Hoa Customs Department has determined that one of the key solutions is to mobilize logistics businesses to open ships at Nghi Son seaport and call on businesses to carry out customs procedures at the unit to increase state revenue for the locality.
Besides that, actively coordinating with departments and branches to advise the Provincial People's Committee in implementing the province's guidelines and policies on developing import-export activities. Furthermore, strengthening coordination with VCCI Thanh Hoa Branch, Thanh Hoa Provincial Business Association, Stone Association, Thanh Hoa Textile and Garment Association... thereby promptly grasping, and handling problems of businesses, combining disseminating legal documents and support policies of the State and province to the business community.
