Export and import turnover both decreased
Information from the Operations Department, Tay Ninh Customs Department said that the import-export turnover of goods in August 2023 reached over 1.4 billion USD, an increase of 11.43% over the same period last month. Import-export turnover with tax in August reached 73.5 million USD, up 3.23% over the same period last month. However, cumulatively from the beginning of the year to August 31, 2023, import-export turnover reached more than 10.7 billion USD, down 19.68% over the same period last year. Of which, export turnover decreased by 13.29%, import turnover decreased by 26.18% compared to the same period last year. Import-export turnover with tax in the first 8 months of 2023 also decreased by 15.75% compared to the same period last year. This has a direct impact on the amount of revenue paid to the state budget at Tay Ninh Customs Department. As of September 10, the unit's revenue reached 1,021.27 billion VND, down 15.38% over the same period in 2022, reaching 78.56% compared to the estimate assigned by the Ministry of Finance (1,300 billion VND) and reaching 72.95% of the estimate assigned by the People's Committee of Tay Ninh province (1,400 billion VND).
According to Tay Ninh Customs Department, the unit's revenue paid to the state budget decreased compared to the same period last year mainly because in 2022 revenue from a number of items such as machinery and equipment was not registered in the tax exemption list and raw materials for production increased dramatically compared to the 2022 revenue estimate. This is an unstable source of revenue due to the need to restore production and business activities after a period of disruption in the supply of raw materials affected by the Covid-19 epidemic.
In the general difficult economic situation, determining that supporting businesses to improve their operations is necessary, the leaders of Tay Ninh Customs Department have directed their affiliated units to focus on implementing solutions, The task of reforming administrative procedures, modernizing customs work, promoting the development of Customs-Business partnerships, contributing to improving the business environment. Maintaining a Problem Resolution Team, proactively meeting to resolve problems within authority with each enterprise and encouraging enterprises to pay taxes on time; Proactively coordinate with departments and branches in the area to meet and discuss solutions to solve difficulties for businesses.
Maintain implementation of legal regulations related to the customs field, import and export goods management policies, create favorable conditions for import, export and immigration activities within the framework of the law. At the same time, coordinate with functional branches in the area where the project is being prepared to get information on where the investment project is located and businesses inside and outside the area that are preparing and implementing large projects, proactively meet and contact businesses to note problems and find solutions to create clear conditions in procedures to attract businesses to carry out procedures.
As an enterprise that regularly carries out import and export procedures at Trang Bang Industrial Park Customs Branch in particular, Mr. Tran Thien Trung, Head of Import-Export Department of NINGBO CHANGYA PLASTIC (VIETNAM) Co., Ltd. said, from the beginning of 2023 until now, On average, each month the company exports about 400-500 containers of goods to the US market. Notably, compared to the first half of the year, from June until now, orders have increased significantly. Currently, the company has export orders until February 2024. During the process of import-export procedures, the company always receives support and companionship from Trang Bang Industrial Park Customs Branch in particular and Tay Ninh Customs Department in general. Goods are always guaranteed to be transparent.
Many solutions to prevent budget revenue loss
At the same time, Tay Ninh Customs Department also strengthens solutions to prevent revenue loss such as: reviewing and implementing measures to collect outstanding debts and striving to avoid new outstanding debts arising; Review taxes on items with suspected risks of price, tax rate, origin fraud to collect correctly and fully to avoid tax loss, contributing to increasing the unit's revenue...
Anti-smuggling and trade fraud work continues to be inspected and monitored. As of September 10, Tay Ninh Customs Department discovered and arrested 32 violations with 32 subjects. Among them, there were 6 cases of customs control violations with a value of about 363 million VND; Customs procedure violations were 22 cases, tax violations were 4 cases with a total tax assessment and late payment fine of 953.82 million VND. The unit has handled 37 cases/37 subjects (4 cases transferred from 2022), with a total fine of over 781 million VND.
Typically, in August 2023, Tay Ninh Customs Department discovered many cases of illegal currency transportation across the border. On August 16, Moc Bai Border Gate Customs Branch discovered Kong Ty illegally transporting currency across the border, exhibits worth 43 million VND. On August 26, Moc Bai Border Gate Customs Branch discovered a subject illegally transporting currency across the border and exhibits worth 85 million VND. On August 28, 2023, Moc Bai Border Gate Customs Branch discovered 3 subjects illegally transporting currency across the border and exhibits worth 195 million VND.
Previously, on August 4, 2023, in the process of supervising import and export goods at the gathering place, inspecting and supervising import and export goods in Chang Riec border gate area, Xa Mat Border Gate Customs Branch presided over and coordinated with Chang Riec Border Gate Border Guard Station to discover a shipment of 100 tons of unshelled cashew nuts from Le Gia Phat Trading and Investment Company Limited (Ward 15, Tan Binh District, Ho Chi Minh City) that did not comply with the declaration.
Regarding a transit shipment of over 2,500 used mobile phones violating the actual declaration of names of goods in transit and transporting goods in transit without a license according to regulations, Tay Ninh Customs Department advised the Provincial People's Committee to issue a Decision to impose an administrative penalty on SH Logistics Co., Ltd. in the amount of 140 million VND and force the destruction of evidence of intellectual property rights violations.
From promoting support and creating favorable conditions for businesses and strengthening anti-smuggling and loss of revenue, Tay Ninh Customs Department has gradually helped businesses overcome difficulties and maintained a stable source of revenue for the state budget.
