Implementing many solutions to improve service quality for businesses

As of July 15, Tay Ninh Customs Department has collected VND890.40 billion, meeting 77.43% of the estimate and 74.20% of the target assigned by the General Department of Vietnam Customs. The trade in goods saw a year-on-year increase of 16.1% to US$11 billion. The export turnover and import turnover rose by 21.2% and 11% compared with a year ago to US$6 and US$5, respectively.

Mr. Tran Van Doan, representative of Lien Van Viet Cam Company Limited said that previously the company carried out customs procedures at Xa Mat International Border Gate. Recently, when Tan Nam International Border gate came into operation, the company has gone through the procedures at the request of its partners.

The company has been supported and facilitated in customs clearance by Tay Ninh Customs Department. Especially, although the trade between Vietnam and Cambodia suffered from difficulties due to the Covid-19 pandemic, customs officers still processed customs procedures for enterprises, helping them import and export goods in a timely fashion and reducing costs.

Manager of Trang Bang Industrial Park Customs Branch under Tay Ninh Customs Department Tran Van Trong said the branch has processed customs clearance for over 500 enterprises with the annual revenue accounting for over 80% of the total revenue of the local customs department.

In addition to grasping difficulties and problems of enterprises to support in customs clearance, the branch regularly gets feedback from the business community via email, surveys and assessment on the implementation of commitments in the Customer Service Charter. The branch also consults and sends new documents in a timely manner to businesses.

In parallel with facilitating customs clearance for importers and exporters at border gates, Tay Ninh Customs Department has provided solutions to improve service quality; expedited administrative reform; effectively prevented and controlled the pandemic associated with supporting businesses to maintain and develop business production.

Deputy Head of the Technical Division under Tay Ninh Customs Department Truong Thi Nguyet Dinh said that the department has regularly answered questions from businesses, customs declarants and taxpayers in accordance with regulations.

In the first six months of the year, the department handled 23 problems in written documents. All problems were solved in a timely fashion. The problems mainly related to customs procedures, tax policy, and the origin of goods, etc.

In July, the local Department also held a dialogue conference with enterprises implementing procedures across the Tay Ninh area. Through the conference, the department grasped obstacles and proposals of enterprises, thereby answering problems related to the handling of import and export declarations pending on the customs system, and obstacles in the application of HS codes for tires.

Strengthening Customs-business partnership

Tay Ninh Customs Department has disseminated legal documents to enterprises with many effective solutions. The department has concretized new policy documents on customs and tax by sending notices to businesses and instructing them to avoid errors and violations.

For example, with the VAT reduction from 10% to 8% under Resolution 43/2022/NQ-QH15 of the National Assembly, the department has publicized information at customs checkpoints and directly guided the enterprises.

The local customs department has also notified the running of free customs declaration software to businesses effectively. The department has set up working teams to support and instruct enterprises in using the software. It has trained local warehouse operators on updating the VASSCM system for goods in and out of warehouses and yards.

Currently, Tay Ninh Customs Department has maintained the signing of cooperation agreements with 67 enterprises that have large revenues and comply well with the law to solve arising issues causing shortcomings for the import and export activities or customs clearance; shared information on factors affecting the import-export business environment of enterprises, and commercial fraud and smuggling.
