Inspection and supervision at recognized places

According to the leader of Khanh Binh Border Gate Customs Branch, An Giang Customs Department, on July 7, 2022, the General Department of Customs issued Dispatch 2777/TCHQ-GSQL to An Giang Customs Department on Customs management and supervision at border gates in An Giang province.

Under the above dispatch, An Giang Customs Department sent a written notice to the Management Board of the border gate economic zone, the border guard and the yard and warehouse operators in Khanh Binh border gate area.

Accordingly, the imported and exported goods awaiting customs clearance at the land border gate and river border area must be at gathering, inspection and supervision places that have been approved by the General Department of Customs or the goods storage yard built by the Management Board of An Giang border gate economic zone in the area of ​​​​the combined border gate checkpoint, provided that there is a surveillance camera system connected with the Customs agency.

The inspection, supervision of loading and unloading of import and export goods from vehicles with foreign control plates to vehicles with Vietnamese control plates and vice versa at land border gates and river border areas must be carried out in the gathering, inspection and supervision places which have been recognized by the General Department of Customs.

In addition, the leader of Khanh Binh Customs Department also worked with the above units to implement the direction of the General Department of Customs.

Under the guidance of the General Department of Customs, from August 15, Khanh Binh Border Gate Customs Branch requested businesses to bring their goods to three gathering places announced by the General Department of Customs to carry out customs inspection and supervision of import and export goods across the border.

However, many businesses have not complied with the request of the Customs authority, but request the Customs to inspect and supervise goods at their yards which have not yet been recognized by the Customs authority as a concentrated inspection place.

These businesses stated that they were facing difficulties, such as the specific nature of the business line is trading in fresh fruits and vegetables and seafood, and goods are purchased from farmers inside and outside the province to the gathering yards of enterprises to exchange with Cambodian people. They asked the Customs to extend for another three months to make a registration for gathering places.

However, An Giang Customs Department and Khanh Binh Customs Branch asked import and export as well as warehouse, yard operators to comply with regulations.

If there are any difficulties and problems arising during the implementation, the Customs agency will solve them or report to the senior for cases beyond their competence to facilitate businesses and ensure strict manage import and export goods across the border.

Many spontaneous gathering places

The leader of Khanh Binh border gate Customs Branch said that at the border gate area, there are two private enterprises that have warehouses and yards that meet all conditions for goods gathering and have been recognized by the General Department of Customs as concentrated gathering places at the border gates.

Another recognized gathering place was built by the Management Board of An Giang Economic Zone, but has not yet been put into operation because of the lack of a surveillance camera system connected to the Customs authority.

In addition to three gathering places recognized by the General Department of Customs, there are also many spontaneous gathering places that have not been recognized by the customs authority.

Many businesses often gather imports and exports at yards that have not been recognized by Customs, causing difficulties for the customs supervision and management and posing a potential risk of fraud in export and import activities.

As one of two enterprises that have gathering places recognized by the General Department of Customs as a concentrated inspection site, Ms. Duong Phuong Lan, Director of Duong Lan Import-Export Service One Member Limited Liability Company, said that the company invested in warehousing at Khanh Binh border gate and has received great support from local authorities and Customs in licensing and recognition of concentrated inspection sites.

Especially, after the company’s gathering place was recognized by the General Department of Customs, the company has seriously complied with regulations and is going to invest in building more warehouses and yards to increase service for imports and exports of border citizens and businesses.

"We hope that the Management Board of Tinh Bien border-gate economic zone also considers the licensing the establishment of warehouses at the border gate and strictly handle spontaneous warehouses, leading to unfair competition,” suggested Ms. Duong Phuong Lan.

In Dispatch 2777-TCHQ-GSQLT, the General Department of Customs requested An Giang Customs Department to carry out customs inspection and supervision procedures for import-export goods and means of entry and exit through land border gates in An Giang province in accordance with the Customs Law; Decree 08/2015/ND-CP dated May 21, 2015 amended and supplemented in Decree 59/2018/ND-CP dated April 20, 2018 which amended and supplemented at Circular 39/2018/ TT-BTC of the Ministry of Finance.

The receipt, inspection and confirmation of advanced declaration of information for imported goods and means of transport at the manifest shall follow the instructions of the General Department of Customs until the system for receiving, processing and confirming the e-manifest is launched.
