Strengthening the management of imported and exported petroleum

In a recent document, the General Department of Customs requests local customs departments to direct customs branches to strictly implement customs procedures for imported and exported petroleum in accordance with regulations in Circular 69/2016. /TT-BTC of the Ministry of Finance, Decision 3577/QD-TCHQ dated December 10, 2019 of the General Department of Customs and related guiding documents.
Accordingly, only allowing key petroleum trader and petroleum service traders to store imported, exported, temporarily imported, and re-exported petroleum at warehouses which are eligible for inspection and supervision, certified by the Customs authority according to the provisions of Clause 3, Article 22 of Decree 68/2016/ND-CP amended and supplemented in Clause 11, Article 1 of Decree 67/2020/ND-CP.
The General Department of Customs also requires the units to focus on management and supervision through import and export goods management software; instruct and request petroleum traders and petroleum service traders to fully and accurately update information on goods in, out, and stored at warehouses into the inventory management software according to regulations; and review the goods management software which must meets the conditions for online connection with the Customs authority.
The General Department of Customs also requires local units to periodically or unexpectedly check the inventory management software in terms of connectivity and data output on product name, type, origin, and quantity, delivery time, storing time of petroleum at tanks at warehouses.
In addition, the General Department of Customs also directs contents related to management and supervision through the automatic tank gauging system and the surveillance camera system.
In addition, the units regularly monitor, inspect and urge key petroleum traders to pay all taxes to the state budget; proactively coordinate and exchange information with competent authorities (Police, Tax authorities, Market Surveillance) about businesses, tricks, and goods showing signs of smuggling and trade fraud and tax evasion.
