Strengthening cooperation between Hai Phong Customs Department and Hai Phong Economic Zone Authority

Director General Nguyen Duy Ngoc spoke at the Conference.

Speaking at the conference, Director of Hai Phong Customs Department Nguyen Duy Ngoc said the implementation of the regulation on coordination between the two units has brought about remarkable results, especially in the coordination and exchange of information about the operation of the investment project.

Through the information exchange channel of the Management Board, combined with professional measures, the Customs authority has promptly handled any organization or individual engaged in processing or export production activities that are at risk or have fled, disappeared, ceased operations to meet management requirements in the current situation (the two sides have coordinated information on nine cases of termination of investment projects).

Sharing the same view, Mr. Le Trung Kien, Head of Hai Phong Economic Zone Authority highly appreciated the cooperation from Hai Phong Customs Department. On the basis of periodical statistics on tax collection and import-export turnover of enterprises in the area of industrial parks and economic zones, provided by the Customs, it has helped the Management Board analyze, assess the situation, predict the development trend of production and business in the area, promptly advise the People's Committee of Hai Phong City to make the right decision on investment policy in the area.

In addition, Hai Phong Customs Department and Hai Phong Economic Zone Management Board have coordinated with departments, agencies and sectors to organize conferences to remove difficulties and obstacles for FDI enterprises in the area and companies with import and export business through Hai Phong Customs Department.

In 2022, Hai Phong Customs Department and Hai Phong Economic Zone Management Board coordinated with the Department of Planning and Investment to organize a "Conference to disseminate policies and laws related to production, export and business connection in 2022".

At the Conference, many business representatives expressed their recognition and appreciation for the reforms of Hai Phong city in general, including the support and companionship of Hai Phong Customs Department, Hai Phong Economic Zone Management Board and city departments and agencies.

As a result, the city's business investment environment is increasingly open and transparent, satisfying businesses to invest in Hai Phong, and contributing to improving the city's competitiveness.

In order to further strengthen coordination in management, the two sides have agreed to amend and supplement a number of contents of the regulation, especially the issue of coordination in supervising preliminary destruction and destruction of raw materials, defective materials, scrap, waste of processing and export production enterprises, to ensure the performance of "dual" tasks while ensuring the state management of Customs, promoting import and export activities through Hai Phong city.

On November 15, 2021, Hai Phong Customs Department and Hai Phong Economic Zone Authority signed Regulation No. 11112/QCPH-HQHP-BQL on coordination between state management of investment projects and economic organizations implementing investment projects in Dinh Vu - Cat Hai economic zone and industrial zones in Hai Phong city.

After more than a year of implementing the coordination regulation, it has brought practical effects, creating favorable conditions for the customs clearance of goods of enterprises, the state management of investment projects and economic organizations implementing investment projects in Hai Phong city.
