Some goods subject to safeguard tax and anti-dumping tax do not comply with HS codes

General Department of Customs said that through the tax process, the Customs authorities have discovered a change on HS codes of some goods subject to anti-dumping tax and safe guard tax described in the decision of the Ministry of Industry and Trade. A number of HS codes are no longer available, or have been converted or replaced in comparison with the list of imports and exports attached to Circular 65/2017 / TT-BTC.
The General Department of Customs gave an example, goods with HS 7210.70.10 described in the Decision No. 1931 / QD-BTC dated 31st May 2017 of the Ministry of Industry and Trade is divided into HS 7210.70 .11 and HS 7210.70.19.
Therefore, for enterprises and Customs authorities to declare and carry out customs procedures for goods subject to safeguard tax, anti-dumping tax or other trade protective measures specified in current legal documents, the General Department of Customs has requested the Ministry of Industry and Trade to issue a written guideline on goods with HS code changes (according to the list of imports and exports issued together with Circular No. 65/2017 / TT-BTC) subject to the above taxes.
The General Department of Customs also said that the Customs authorities would also cooperate with the Ministry of Industry and Trade to deal with this matter.
It is known that the list of imports and exports issued together with Circular 65/2017 / TT-BTC is in line with AHTN 2017 effective from 1st January 2018. This Circular has been sent to the ministries and sectors according to regulations.

On 10th August 2017, the Ministry of Finance has issued an official letter requesting ministries and sectors to standardize the specialized list attached with HS codes before 15th November 2017 in accordance with the list of imports and exports issued together with Circular 65/2017 / TT-BTC. The General Department of Customs also organized a training workshop for ministries and sectors to introduce changes in the list of imports and exports.
