Solving six cases of damage of Chinese vehicles entering Vietnam through Huu Nghi border gate

The People’s Committee of Lang Son province evaluated the initial result and showed that the deployment of compulsory insurance in the Huu Nghi international border gate area was a reasonable policy, contributing to ensuring security and order at the border, and at the same time protecting the interests of vehicle owners when they suffered losses.

Accordingly, after nearly a month of implementation, the Chinese vehicle owners responded and strictly complied with the Vietnamese regulations.

Also, according to the People’s Committee of Lang Son province, the vehicles entering Vietnam are currently large cargo trucks with loading capacity of over 15 tonnes, thus, the fee rate applying for those vehicles is VND293,000 based on the regulations in Circular 22/2016/TT-BTC of the Ministry of Finance dated February 16, 2016 stipulating rules, terms, tariffs and compulsory civil liability of vehicle owners.

With this insurance package, human damage will be compensated up to VND100 million/person/case and property damage will be compensated up to VND100 million/property/case.

Based on the Road Transport Agreement between the Vietnamese and Chinese Governments, since 2013, the Chinese side has implemented this policy for Vietnamese vehicle owners when entering China. As for the Vietnamese side, the purchase of compulsory insurance for vehicle owners' civil liability, up to now, has only been implemented at Huu Nghi international border gate. The remaining border gates of Lang Son have not deployed this policy yet.

The People's Committee of Lang Son Province emphasized that the implementation of content relating to civil liability insurance for third parties of Chinese vehicles when circulating in the territory of Vietnam is necessary to protect the legitimate rights and interests of the parties when moving in the territory of Vietnam.
