Many problems raised

Lang Son Customs Department said that the nature of the Smart border gate model aims to joint coordination between Vietnam and China in building specialized, independent and separate route based on modern technology for delivery and transport of imports and exports.

The building the Smart border gate model applies unmanned cargo transportation methods, and moves along fixed and uninterrupted routes from Vietnam to China and vice versa, combined with automated container crane based on satellite positioning and 5G technology. All processes are regulated by the operation center to exchange information about cross-border goods transportation and conduct customs clearance 24/7

The implementation of the Smart border model will maintain the traditional method of goods delivery combined with the delivery method across the smart border gate, contributing to improving customs clearance capacity and removing the congestion at the border gate area.

However, Lang Son Customs Department said that in the short-time, the building and pilot of the model will affect the Customs control for cargo and means of transport across the border, regulations on declaration of e-manifest under Official Dispatch No. 1790/TCHQ-GSQL dated April 17, 2023 of the General Department of Vietnam Customs.

When building the smart border gate model, it will be necessary to expand the sites for gathering, inspecting and monitoring imports and exports of Huu Nghi Xuan Cuong Joint Stock Company (at Huu Nghi International Border Gate) and Bao Nguyen Transportation Trading Joint Stock Company (at Tan Thanh Border Gate). Accordingly, these sites will have to meet requirements specified in Decree 68/2016/ND-CP amended and supplemented in Decree 67/2020/ND-CP and approved by the General Department of Vietnam Customs.

In addition, the sharing and connection with the Chinese side and equipment for container screening, electronic scales, identification and monitoring systems... need to be consistent with the implementation process of Digital Customs with the Smart border model under Decision No. 628/QD-TTg dated May 20, 2022 of the Prime Minister on approving the Customs development strategy until 2030, which is implemented by the General Department of Vietnam Customs.

Proposing to conduct painstaking research on two contents

Lang Son Customs Department determines that the implementation of the pilot project to build a smart border gate model is a key task and an opportunity to get the support of the local government in performing contents on customs modernization and digital transformation, especially the implementation of Decision 2810/QD-TCHQ dated December 8, 2022 of the General Department of Vietnam Customs on approving the “Plan for Reform, Development and Modernization of Lang Son Customs Department until 2025”.

As the Deputy Head of the Working Group and the Team assisting in the implementation of the Pilot Project to build a Smart Border Gate Model, Mr. Nguyen Anh Tai, Deputy Director of Lang Son Customs Department, said that Lang Son Customs Department has actively performed related work and made comments to the contents and drafts.

The Department has implemented a framework agreement on promoting the pilot building of smart border gates; reviewed the outline of the Smart Border Gate Pilot Implementation Project; completed the draft project for pilot implementation of smart border gates at Huu Nghi and Tan Thanh International Border Gates; built Smart Border Gate and conduct surveys of smart border gates in China; discussed and agreed on the preparation contents for the groundbreaking ceremony of the Vietnam - China smart border gate pilot project with the Border Gate Office of the Zhuang Autonomous Region, Guangxi, China.

To improve implementation efficiency after the pilot project is approved by the Government, Director Nguyen Anh Tai proposed the General Department of Vietnam Customs to consider establishing a working group to coordinate with Lang Son Customs Department to conduct an actual survey of the location and equipment for inspection and supervision of unmanned aerial vehicles.

The department also asked the General Department of Vietnam Customs to provide guidance on sharing and connecting data with the Chinese side to unify the implementation of Digital Customs with the Smart Customs model. In addition, develop a specialized monitoring process for unmanned aerial vehicles because this process is applied for the first time.

Within the framework of Prime Minister Pham Minh Chinh's working visit to China, on June 26, in Beijing, the People's Committee of Lang Son province (Vietnam) and the People's Government of the Zhuang ethnic autonomous region Guangxi (China) signed a Framework Agreement on promoting the pilot construction of Vietnam - China Smart border gates. Accordingly, the two sides agreed to build pilot smart border gates at the specialized cargo transport routes of Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China), and Tan Thanh (Vietnam) - Po Chai (China).
