Rotation creates breakthrough and reform in training and fostering management officials 

VCN- From July 1, 2020, 20 officials of five departments under the General Department of Vietnam Customs (GDVC) and seven municipal and provincial customs departments will be rotated under the plan for rotation of officials to be arranged to heads of divisions and equivalent or higher positions between the GDVC’s units and subordinate units.  Customs Newspaper interviewed Pham Thi Thu Huong, Deputy Head of the GDVC’s Personnel and Organisation Department about this issue.

How is the rotation plan conducted by the GDVC?

- The plan for rotation of officials to be arranged to heads of divisions and equivalent or higher positions between the GDVC’s units and subordinate units will be conducted by the GDVC in phases until the end of 2026.

To deploy the rotation of officials in the first period (2019-2020), the GDVC issued plan 5923/KH-TCHQ dated September 17, 2019 stipulating the object, scope, principle and rotation time limit, at the same time, and assigning tasks to units.Rotated officials of six departments under the GDVC and 11 municipal and provincial customs departments are leaders holding the position of Deputy Head orequivalent positions to be arranged to heads of divisions and equivalent or higher positions and are not more than 45 years old for men and 40 years old for women. The rotation time limit is three years.

Through selecting, reviewing and basedon the actual situation, the GDVC selected and issued the decision on rotation in the first period for 20 officials of five departments under the GDVC, including the Anti-Smuggling and Investigation Department, the Customs Control and Supervision Department, the Customs Risk Management Department, the Import-Export Duty Department, the Customs Reform and Modernisation Board, and seven local departments (Ha Noi, HCM city, Hai Phong, QuangNinh, Bac Ninh, Lang Son and TayNinh). The remaining units in the plan will be considered to implement in the following periods. The rotated positions will be considered and selected by the GDVC to be consistent with internal relations among units, without affecting the arrangement and use of officials after rotation.

For the rotation plan to achieve the best results, the GDVC has organised two training courses for 20 officials rotated in the first period to equip them with the necessary knowledge and skills to perform tasks at the new units. This will shorten the time for accessing work of officials and enhance work efficiency.

During the rotation period, how will the GDVCmonitor and evaluateofficials’ performance?

- This rotation period is considered a pilot rotation for the following periods. Thereby, the GDVC will get experience and perfect the process and procedures for rotation, bringing the rotation and mobilization of officials gradually into order and becoming a normal and regular work, overcoming obsolete views and habits in current personnel work. Rotated officials are young and qualified officials and though the rotation is a duty, responsibility and opportunity to be fostered and broaden practical experience to develop themselves, as well ascreate a source of qualified leaders and managers for the Customs sector.

During the rotation, the GDVC has requested units and rotated officials to perform specific tasks.

For units receiving rotated officials, the GDVC has askedthem to arrange and ensure the working time of officials at these units according to the GDVC’s direction. At the same time, creating conditions for rotated officials to work, develop and complete their tasks.

The GDVC’s Personnel and Organisation Department will work with the units to perform the evaluation report every six months for rotated officials and as a basis for the GDVC to provide prompt adjustments on work and positions and handle violations for officials who delay and do not perform duties or have negative signs.

For rotated officials, the GDVC has askedthem to study and quickly access the work at the new units and accomplish their tasks.

For the 20 rotated officials in this period, this is an opportunity to improve their knowledge, skills and get experience in operational work and new fields. At the same time, it is also an opportunity to develop in their careers as officials.
