Hai Phong Customs increases by nearly VND1,300 billion in revenue

Processing 1.28 million declarations

On the afternoon of July 9, Hai Phong Customs Department held a conference to summarize the results of work in the first six months of the year and deploy tasks in the last six months of 2024.

Attending and directing the Conference were Deputy Director General of the General Department of Customs Luu Manh Tuong and Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan.

The report at the Conference showed that, in the first six months of the year, Hai Phong Customs Department achieved positive results in many key aspects of work.

Notably, the entire Department has carried out procedures for 1.28 million import and export declarations (an increase of 18.4% over the same period in 2023) of 25,106 businesses.

Specifically, the department supervised 4,902 vehicles and 96,027 crew members and passengers on entry and exit and in transit through Hai Phong port; 377 flights on entry and exit of the country with 66,679 passengers through Cat Bi international airport.

The total turnover of import and export goods processed at Hai Phong Customs Department reached US$ 63.98 billion, an increase of 22.15% over the same period in 2023. Of which, exports reached US$32.2 billion, up by 21.97%; import reached US$31.8 billion, up by 22.32%.

Regarding budget collection results, by June 30, 2024, the entire Hai Phong Customs Department collected VND34,573.7 billion, reaching 52% of the assigned target for the whole year (VND66,490 billion), rising 3.9% or VND1,297.8 billion year-on-year.

With this result, Hai Phong Customs Department contributed 17.25% of the total sector’s revenue in the first 6 months of the year (VND200,460 billion) and is the unit with the 2nd largest revenue out of 35 local customs department (after Ho Chi Minh City Customs Department).

Regarding anti-smuggling, the Department has handled 1,749 violations; the total amount of administrative fines is nearly VND18 billion. Hai Phong Customs is completing the dossier to request prosecution of 1 case and transfer 1 criminal case.

Notably, the unit seized a large-scale shipment of smuggled ivory with 547 pieces of ivory weighing 1,580 kg; and some cases where businesses take advantage of the priority export type in terms of classifying declarations to export goods that are not in accordance with the declaration.

Efforts to exceed budget revenue targets

According to Director of Hai Phong Customs Department Nguyen Duy Ngoc, to ensure the completion of targets and tasks at the highest level for the whole year 2024, from now until the end of the year, Hai Phong Customs Department will focus on well implementing groups of key tasks and solutions such as: striving to exceed the budget revenue target of VND66,490 billion for the whole year 2024; strengthening customs inspection, supervision and control at all stages to continue effectively implementing the two goals of trade facilitation and customs management; improving the effectiveness of prevention and combat of smuggling and trade fraud.

At the same time, continuing to promote administrative reform, Customs modernization and actively implement the digital transformation plan of the sector and localities, and of Hai Phong Customs Department.

Speaking at the Conference, Deputy Director General of the General Department of Customs Luu Manh Tuong and Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan acknowledged and praised the results Hai Phong Customs Department achieved in the first six months of the year.

Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan assessed that these results have contributed practically to the overall results of the city, especially the budget revenue.

"In addition to performing professional work, Hai Phong Customs Department also performs party work well, corresponding to its role as a grassroots Party Committee, directly under Hai Phong City Party Committee", Le Anh Quan emphasized.

Regarding the tasks for the last 6 months of 2024, agreeing with the goals and solutions proposed by the unit, Deputy Director General Luu Manh Tuong requested Hai Phong Customs Department to proactively develop specific plans for effective implementation.

In particular, the task of budget collection in the last months of the year is still challenging, so Hai Phong Customs must continue to closely monitor, evaluate and analyze factors affecting revenue and import trends in last months of the year.

“The unit's revenue growth rate in the first six months of the year is not high compared to the growth rate of taxable turnover, so it can be seen that the turnover of high-tax and high-value goods neither increase nor decrease. On the other hand, the trend of importing consumer goods - a major tax contributor - may not increase sharply at the end of the year as usual in previous years, which is a concern," Deputy General Director said.

At the Conference, Deputy Director General Luu Manh Tuong directly responded to many recommendations and proposals of the Hai Phong Customs Department.
