Risk management in Customs operation

Deputy Director General of Vietnam Customs Hoang Viet Cuong chaired the conference, together with Customs officials at 35 provincial and municipal customs departments.
Cuong said the Circular aims to restructure legal documents on risk management.
Currently, risk management assessment is only applied to import-export enterprises. However, the subjects of customs declaration are very wide, in addition to import and export enterprises, there are also transportation enterprises, customs brokers, express delivery enterprises and postal services that are not evaluated and monitored for their operation.
Therefore, the draft will specify all subjects to implement criteria and classification. The regulation of criteria, standards and quantities can be changed to be consistent with international standards and recommendations of the World Customs Organization (WCO).
Acting Director of Risk Management Department Nguyen Nhat Kha said the assessment of the compliance level of enterprises in an important measure and will have information related to goods and routes to determine risk level, thereby, the Customs will issue an inspection decision.
The Risk Management Department has developed two decisions on guidelines for the implementation of the Circular and specific criteria. The department will continue to send decisions together with the draft Circular to gather comments for provincial and municipal customs departments.
The meeting received 18 comments from provincial and municipal customs departments. The units agreed with developing a general Circular and specific guidelines for the Circular and criteria.
Regarding the draft circular, local customs departments focused on discussing the contents on expanding the subjects of application of risk management, expanding the assessment criteria; implementation at provincial and municipal customs departments; the method of collecting and processing information; application of inspection measures.
Cuong concluded the meeting and appreciated the comments of provincial and municipal customs departments.
Cuong said this Circular provides technical contents, it will be legal framework in customs operations.
To improve the efficiency and effectiveness and achieve goals in the draft circular, Cuong requested provincial and municipal customs departments to continue to hold meetings to review annexes of the draft Circular.
The provincial and municipal customs departments are specialised units that must comment on the subjects of application of risk management as well as building management criteria.
The Deputy Director General assigned the Risk Management Department to receive contents commented upon by the provincial and municipal customs departments, and review the Circular Appendix. After receiving the comments of the local customs departments, the leaders of the General Department of Vietnam Customs will chair a conference to collect comments from the departments of the General Department of Vietnam Customs.
The draft Circular includes three chapters and 28 articles. Chapter II (from Article 5 to Article 26) specifies the provisions on measures and professional techniques for risk management; risk management information; collection and processing of risk management information; legal compliance management; assessment oflaw compliance; criteria for evaluating for law compliance. |
