Reviewing regulations on specialized management and inspection for imports and exports

The seminar takes place from April 12 to 15, representatives of the GDVC’s departments, local customs departments and business associations attended the seminar.
At the seminar, Deputy Director of Customs Control and Supervision Department Nguyen Bac Hai said the seminar will provide delegates with new contents of the draft circular replacing Circular 65/2017/TT-BTC issuing the list of Vietnam’s import and export goods, the list of Vietnam’s imports and exports in 2022 and rules on classification and determining codes of imported and exported goods.
Thereby, the department will coordinate with ministries and the local government to complete the review and standardization of the lists of goods subject to specialized management to be consistent with Vietnam’s new list of import and export goods.
Important content is that the parties will review the results of the implementation of Decision 1254/QD-TTg dated September 26, 2018 of the Prime Minister (amended and supplemented by Decision 1258/QD-TTg dated August 17, 2020).
According to the department’s leader, the seminar aims to provide contents related to the rules of classification and identification of goods codes, and new regulations in the draft Circular replacing Circular 65/2017/TT-BTC to representatives of ministries and government agencies and customs officers.
At the same time, review and standardize lists of goods subject to specialized management to be in line with Vietnam's new list of import and export goods so that ministries and government agencies can use it as a basis for promulgating documents specifying the list, and update them to the customs electronic data system to ensure the classification of import and export goods, and operation of the smart customs system.
Through the seminar, the representatives will review the results of the implementation of Decision 1254/QD-TTg, obstacles and overlaps in management policies, specialized inspection for imports and exports to serve as a basis for reporting to the Prime Minister, and proposing ministries and government agencies to amend and supplement relevant legal documents.
At the seminar, the representative of the USAID-funded Trade Facilitation Project highly appreciated Vietnam's efforts in the reform and improving the business environment, and hoped that the achievements will be further expedited to streamline administrative procedures; complete the legal framework on specialized inspection, thereby further improving the business environment.
