Quang Tri Customs: Support firms to release goods quickly

VCN – In parallel with electronicisation of customs procedures, the timely solving of difficulties for enterprises is an effort of Quang Tri customs officials that helps hasten key projects of the province.

Speeding key projects

In February 2021, Quang Tri Customs reviewed, developed plans and deployed synchronous solutions on reforming administrative procedures in customs field to facilitate import-export activities, entering and leaving country via border gates and strived to fulfill the planned targets as assigned. To date, the unit has received and processed 263 dossiers on the online public service system of 28 enterprises and 17 businesses participate in paying taxes 24/7.

Nguyen Xuan Thao, Supervisor of Import-Export Department, CEA PROJECS Co., Ltd. (the unit carrying out procedures for Power Construction JSC No.1 - the unit implementing the wind power plant project No.1, in Huong Hoa district, Quang Tri) said the company appreciated the efforts of Customs authorities in the process of implementing customs procedures. Cua Viet port Customs Branch has assigned customs officials to support businesses about customs procedures, as well as receive information and answer problems. Whenever firms need support, customs officials are ready to discuss and answer them promptly.

“This is one of the key projects of Quang Tri province. Therefore, via supporting activities, as well as promptly responding to arising problems, the Customs authorities play an important role in accelerating the progress of completing local projects,” Thao said.

Like Power Construction JSC No.1, from November 2020 to now, SCI E&C Joint Stock Company started to register to import wind power equipment through Cua Viet port Customs Branch to serve the project of wind power Gelex 1, Gelex 2, Gelex 3; Huong Phung 2, 3 and Huong Linh 7, 8. In the first two months of 2021, this enterprise contributed more than VND 40 billion to the State budget.

Dao Dac Huy, import-export officer of SCI E&C Joint Stock Company, said thanks to electronic customs procedures, as well as support and guidance from customs officials, the firm have many advantages in the implementation of customs procedures. Besides that, thanks to participation in the electronic tax payment 24/7 scheme and the automatic customs clearance system (VNACCS/VCIS), cargo clearance was fast.

"Every time the ship arrived at the port, the goods were cleared quickly and immediately released and this also resulted in reducing the loading and unloading costs for enterprises, as well as ensuring the construction progress of projects," Huy said.

Together with businesses to overcome the pandemic

To achieve such results, from the beginning of 2021, Quang Tri Customs set the goal in the Customs-enterprises partnership development plan that continues to accompany the business community to overcome the impact of the Covid-19 pandemic. The unit requested affiliated units to deploy contents as planned in accordance with the situation of the unit towards a spirit of facilitating to businesses to access support measures from the customs authority.

That is organising dialogues, consulting with firms and stakeholders to promptly remove difficulties for businesses; supporting businesses to comply with the law. At the same time, updating information on new laws and regulations, bringing information to businesses quickly, concisely and at the right address. In addition, strengthening supervision of law enforcement to ensure transparency and fairness in law enforcement between Customs authorities, businesses and stakeholders.

To concretise the requirements set out in the plan, Quang Tri Customs also organises support activities for businesses, communicates and strengthens consultation activities, customs-enterprise cooperation. The unit focuses on providing information to the business community about the import and export situation, changes of import and export activities in the locality due to the impact of the Covid-19 pandemic; international trade commitments and programs to support and encourage businesses. On the other hand, updating information on administrative procedures, commodity policies and new regulations on the website, as well as at the places of implementing procedure and by information technology applications for businesses to implement effectively.

The advisory divisions and border-gate customs branches organise to guide and answer problems for enterprises; support implementation of administrative procedures issued newly in the field of customs at the headquarters of enterprises, customs authorities and remote support.
