Quang Tri Customs’ revenue from imported coal surges

The revenue surges 85.42%
Deputy Director of Quang Tri Customs Department Ho Sy Tri said that the department was assigned a revenue target of VND 650 billion in 2023, by the Ministry of Finance and the People's Council of Quang Tri province. To achieve the revenue target, the Department directed its subordinate units to facilitate import and export activities; promote the dissemination, support, and consultation on tax law to the business community. In addition, the department focused on exchanging information and gathering feedback related to the customs process from the business community; assessed and provided solutions for revenue collection.
As of June 30, the department earned VND 579.45 billion in revenue, meeting 89.15% of the target assigned by the Ministry of Finance and the local government, and increasing by 85.42% year-on-year. The major revenue mainly resulted from exported minerals and wood chips; and imported coal, wood, gypsum, rubber, auto parts, energy drinks, and cane sugar.
Explaining the reason for the sharp increase in revenue, the Deputy Director of Quang Tri Customs Department said that the quantity of coal imported across La lay International Border Gate surged. This was also the item that achieved the highest revenue in the department. The revenue from this item of coal imported reached VND310.35 billion, accounting for 53.56% of the total revenue; from cane sugar at VND49.7 billion, up 75.71% year-on-year, from energy drinks at VND48.76 billion, up 75.71% compared to 2022. Although the revenue from wood products fell compared to the previous year, the revenue still reached VND 69.4 billion, accounting for 12.07% of the total revenue of the department.
“The convenient geographical location and route, competitive advantage in cost, and the support and facilitation to import and export enterprises by Quang Binh Customs has attracted a large quantity of imported coal across the area, and expect to see strong growth in the near future”, Tri said.
Achieving the revenue collection progress
To accomplish the revenue collection task in the last months of 2023, Quang Tri Customs Department has offered key solutions. The department has comprehensively performed tasks and solutions in Directive No.479 of the General Department of Vietnam Customs, Plan 301 of the department, and strived to exceed the revenue target.
In addition, the department has requested customs branches to closely monitor the revenue collection; proposed and implemented solutions to increase the revenue and prevent revenue loss in line with reality. The department has also monthly assessed the revenue collection progress by customs branches to build plans to complete the revenue target.
The department has directed customs branches to review and inspect the name, code, and tax rate of goods; detect and handle cases of incorrect declaration of goods codes to be applied low tax rates or enjoy special incentives, including checking items on the list of exported and imported goods subject to risk in goods classification and tax rates. The Customs branches have been required to inspect customs value for products and enterprises with high risk in value to prevent shipments that were implemented undervalue declaration but not consulted or handled in a timely manner.
The department has strengthened information collection and conducted post-clearance audits, and specialized inspections to prevent the abuse of loopholes before and during customs clearance for tax fraud and evasion; closely monitored tax exemption, reduction, and refund, expedited inspection and compliance with the tax law and administration.
Quang Tri Customs Department has supported and facilitated enterprises in tax declaration and payment while ensuring control in accordance with the law; supported customs procedures for coal importers across La Lay International Border Gate to improve customs clearance capacity and avoid causing traffic jams, as well as facilitate the running of the transnational closed coal conveyor belt system.
