Quang Ninh Customs support enterprises in specific ways

VCN – Providing information to the business community on import-export activities following the market and product lines; new policies; and the movement of the import-export market due to the Covid-19 pandemic, are some of the contents that are being deployed by Quang Ninh Customs to support enterprises.

Devoted support

In 2022, Quang Ninh Customs Department continues to drastically and effectively implement solutions to accompany and support businesses to overcome difficulties caused by the pandemic and promote safe import and export activities.

The affiliated units have proactively met and contacted businesses through many communication channels (email, phone, SMS, organization of a support mission, etc.) to capture information on business activities, as well as difficulties and problems of enterprises to answer or propose to competent authorities to solve difficulties.

In addition, the accompaniment groups to support enterprises from the Department level to Branch level have also been strengthened to improve the quality and effectiveness of guidance and solve problems of enterprises when carrying out customs procedures.

Hon Gai Port Customs Branch, from the beginning of the year to February 23, carried out procedures for more than 3 million tons of import and export goods, with a turnover of more than US$1 billion and attracted 199 enterprises to implement procedures at the office.

With this result, Hon Gai Customs has provided information to solve problems for businesses under its authority, answering 20 questions on the procedure line and by telephone; processing 124 dossiers via online public services.

The Branch also maintained a working regime of 7 days/week to receive and handle administrative procedures for people and businesses; handling customs procedures outside working hours and on public holidays.

Mrs. Tran Thi Mai Quyen, an import-export officer of Vietnam New Century Chemical Fiber Co., Ltd (Cai Lan Industrial Park, Gieng Day Ward, Ha Long City, Quang Ninh Province) said that from the beginning of the year, the company had registered procedures for more than 200 import and export declarations through the Hon Gai port Customs Branch.

The enterprises highly appreciate the time to complete customs procedures, as well as the dedicated support from Customs officers and employees, especially during the Covid-19 pandemic. In particular, through meetings, exchanges, contact via phone and the fanpage of the Customs Branch, many businesses accessed new legal policies related to the field of import and export.

As for the Mong Cai border gate Customs Branch, from the beginning of the year to February 13, this Branch carried out procedures for 3,320 declarations with a total turnover of import and export goods of US$351.79 million. It also attracted 243 businesses to carry out procedures through the area.

Mr. Luu Van Do, Director of Do Van Tourism, Trade and Service Co., Ltd., said that the company was currently carrying out procedures to import machinery and equipment through Mong Cai international border gate, contributing billions of VND/year to the State budget. From the beginning of 2022 until now, the Company had registered to carry out procedures for about 25 to 30 import declarations through Mong Cai Customs Branch.

“The reform of administrative procedures on customs helps to shorten the time for cargo clearance. In addition, during the Covid-19 pandemic, the Customs agency actively implemented many solutions to support and accompany businesses including establishing channels to answer problems, helping businesses access information about policies and laws related to customs faster and receive more timely responses," Mr. Luu Van Do said.

Promote support activities

Recently, Quang Ninh Customs issued a Plan to develop the partnership between Customs-Enterprises and related parties in 2022. Accordingly, to implement Decision No. 75/QD-TCHQ dated January 20, 2022 of the General Department of Vietnam Customs on the development of the Customs-Enterprise partnership, the unit will focus on activities of providing information to the business community about the Customs development strategy for the 2021- 2030 period and the Customs reform, development and modernization plan for the 2021-2025 period.

Next are the key modernization programs and projects of the Customs sector; treaties and international commitments on trade facilitation; import-export situation by market, by industry; new policy on import and export; fluctuations of the import-export market due to the impact of the Covid-19 pandemic.

Moreover, Quang Ninh Customs will focus on promoting cooperation with Quang Ninh Business Association and enterprises in forecasting state budget revenues; combating smuggling, trade fraud, illegal transport of goods; managing places for centralized inspection of import and export goods; improving goods identification capacity; management of raw materials, supplies, products, machinery and equipment of processing, manufacturing and export processing enterprises; improving the capacity of agents to carry out customs procedures; building and strengthening the core business partner force at the grassroots level.

Notably, the activities of supporting businesses will be promoted by Quang Ninh Customs through supporting start-up businesses; supporting enterprises to comply voluntarily; support enterprises following thematic topics on classification, valuation, origin of goods.

Along with that, the unit also supports enterprises to access information on new legal regulations, import-export situation, trade trends; support and answer enterprises' problems when doing customs procedures; support to provide, regularly update free customs declaration software.
