Quang Ninh Customs solve many violations through e-commerce

According to Quang Ninh Customs Department, businesses, organizations, individuals, and consumers are gradually changing their traditional shopping habits to online shopping, which poses a potential risk of using e-commerce activities for smuggling, trade fraud and counterfeit goods.

Traders often focus on high-value goods, foreign-made goods and famous brand goods.

The methods and tricks used by the traders are setting up many accounts on social networks and run advertisements, upload photos, video clips of products without specific addresses, phone numbers. Some also livestream to buy products without legal invoices or documents, fake goods, and goods of unknown origin.

As the standing agency of the Quang Ninh Steering Committee 389, Quang Ninh Customs Department has advised the People's Committee of Quang Ninh province to promulgate a plan on strengthening the fight against smuggling, trade fraud and counterfeit goods in e-commerce activities, which sets out six tasks and solutions; assign tasks to each unit.

At the same time, Quang Ninh Customs has advised the Quang Ninh Steering Committee 389 to issue four documents directing member forces and localities to promptly and effectively implement the fight against smuggling, trade and goods fraud. fraud in e-commerce activities in the province.

Through the fight against smuggling, trade fraud, and counterfeit goods by the local authorities, it has been shown that organizations and individuals participating in e-commerce often do not have a specific store but order products from other places then use the express delivery service providers with authorized collection and the packaging does not show the seller's address, so it makes difficult for the authorities to identify and handle suspects.

In addition, an individual can create many social network accounts for business purposes, while creating social network accounts does not require personal identification for authentication, so when violations related e-commerce or digital platforms, make difficult for management agencies to collect taxes and handle violators.

Some companies providing postal and express delivery services, in addition to providing postal and express delivery services, also sign authorized agent contracts for a number of other organizations and individuals (without postal and delivery functions) to perform postal services and goods transportation.

In addition, there are a number of authorized shipping agents who have taken advantage of the authorization of companies with postal service business functions to transport smuggled goods, counterfeit goods, and goods infringing property rights.

When a violation of the law occurs in transporting goods without invoices or documents proving legal origin or prohibited goods, the authorities only handle authorized agents, but postal service operators.

To effectively fight against smuggling, trade fraud, and counterfeit goods in e-commerce activities in the future, Quang Ninh Customs Department continues to drastically implement the instructions of the authorities at all level on the fight against smuggling and e-commerce fraud.
