Flexibly organize many activities

In 2024, the development of Customs-Enterprise partnership has been selected by Quang Ninh Customs Department as one of the key tasks to be implemented in the 2024 Key Work Program; Plan for Reform, Development and Modernization of Quang Ninh Customs Department in 2024; State budget revenue management plan in 2024, etc. In particular, on February 6, 2024, Quang Ninh Customs Department issued Plan No. 573/KH-HQQN on developing Customs-business partnership and other stakeholders in 2024; Identify specific tasks and solutions to implement practical and effective Customs-Enterprise partnership development activities.

Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said that in 2024, Quang Ninh Customs Department will continue to be proactive and create conditions for the business community and relevant parties to fully and promptly grasp the policies and legal regulations on customs and taxes for import and export goods which have newly been issued; thereby accompanying the Customs agency in the process of organization and implementation. The Customs agency promptly and effectively resolves difficulties and obstacles to share, support, and create favorable conditions in the process of implementing customs procedures for the business community.

“Encourage and create favorable conditions for the business community and relevant parties to participate in improving customs policies and laws, management methods, and service quality of Customs agencies at all levels; Participate in implementing programs and projects on customs reform, administrative reform and digital transformation plans of the Customs sector related to people and businesses", Mr. Trinh Van Nhuan wished.

Right from the first months of 2024, thematic business support programs have been promoted by the Quang Ninh Customs Department, such as customs procedures for on-site import and export goods; produce; classify; origin; Conditions to be recognized as a priority enterprise; Tax regulations for import and export goods and other topics as proposed by the business community. In particular, Quang Ninh Customs continues to support digital transformation for businesses and relevant parties to ensure synchronization with the digital transformation process of the Customs sector; Actively support and remove difficulties and obstacles that arise for businesses and people in the area during the implementation of digital transformation content in the Customs sector; Deploy digital transformation in supporting businesses to look up information on civil servants checking customs records, etc. At the same time, continue to be proactive and creative in implementing the Program to support and encourage businesses to self-comply with customs laws.

In addition, forms of business support are also organized flexibly and diversely by Quang Ninh Customs Department. For example, organizing dialogue conferences, working directly and online; continue to maintain and promote the effectiveness of hotlines, Zalo, Viber, Email, etc to promptly receive and process quickly and accurately feedback and recommendations from people and the business community. The unit also maintains the operational efficiency of support teams to resolve problems/consulting teams for businesses at customs Sub-department/customs departments to quickly, enthusiastically and effectively resolve all arising problems or advise and help on unclear issues during the customs clearance process for the business community.

Create favorable conditions to attract businesses

In 2024, Quang Ninh Customs Department will continue to deploy software to evaluate customs declarants' satisfaction with the service quality of customs officers and the operational efficiency of Customs agencies at all levels during the process of handling customs procedures. Thereby improving the awareness, responsibility, and ethics of customs officials in performing official duties; contributing to promoting administrative reform in the customs sector and facilitating trade.

Hon Gai Port Border Gate Customs Sub-department (Quang Ninh Customs Department) is always at the forefront of reform, modernization, and accompanying businesses. The Department's leaders have actively directed the flexible implementation of solutions to facilitate and support businesses right from the first days of the year through many activities such as regularly exchanging and grasping production and business plans, understanding difficulties of businesses to support timely answers; Actively advise and propose to localities solutions to facilitate the attraction of businesses, etc. In nearly 2 months of work in early 2024, Hon Gai Port Border Gate Customs Sub-department attracted 246 businesses to complete procedures for 8,427 import and export declarations, import-export turnover reached 686.5 million USD; Budget revenue reached 1,057.02 billion VND, reaching 24% of the 2024 plan target (allocated target of 4,399 billion VND).

At Mong Cai Border Gate Customs Sub-department, in the first months of 2024, especially during the Lunar New Year holiday of Giap Thin 2024, the Sub-department thoroughly grasps and organizes the implementation of tasks to ensure management requirements and timely resolve customs procedures for businesses, preventing congestion of import and export goods and means of transport on entry and exit. At the same time, strengthen customs inspection, control and supervision to prevent and combat smuggling, trade fraud, and illegal transportation of goods in customs control areas.

From January 1 to February 15, 2024, Mong Cai Border Gate Customs Sub-department processed 8,893 declarations with a total import-export turnover of 358.82 million USD, an increase of 49.2% in declarations and 40.5% in turnover compared to the same period in 2023.

The proactive and active implementation of Customs-Enterprise partnership activities at Quang Ninh Customs Department has been highly appreciated by the business community.

Mr. Ngo Van Tung, representative of Bach Dang International Co., Ltd. said: "For our Company's shipments, fresh seafood from Ca Mau is transported by plane to Hanoi, then transfer directly via the Hanoi - Quang Ninh expressway to shorten travel time. At the same time, the border gate authorities, especially the Customs agency, have created all conditions for the Company to quickly clear goods, ensuring on-time delivery with partners according to the signed contract".
