Quang Ninh Customs launch time measurement of cargo clearance and release for the first time in 2024

The plan has been issued to measure the time consumption for each step of the customs clearance process, evaluate the control of the customs clearance process, and determine the time for which the Customs Department is responsible in the clearance process for import and export goods.
Data analysis and measurement results will be used to evaluate the effectiveness of the implementation of clearance time reduction solutions, the work of creating conditions and supporting businesses by Customs Branches and the Quang Ninh Customs Department in 2024 to promptly detect bottlenecks at each stage of professional procedures of Customs and other sectors and competent forces that prolong the time of cargo clearance and release for businesses, thereby proposing and recommending solutions to overcome difficulties and obstacles in the customs procedure.
According to the Plan, the scope of clearance time measurement conducted by the Quang Ninh Customs Department includes the time taken for officials at the Customs Branches and relevant units to process procedures from the time the enterprise officially registers the customs declaration (IDC/EDC) to the time the Customs Department decides to clear/release the goods for the shipment.
The clearance time measurement will be carried out at 5 out of 6 of the subordinate Customs Branches (excluding the Van Gia Port Customs Branch due to the low number of declarations arising from the actual survey, and insufficient measurement samples).
Measurement will be carried out for electronic customs declarations and all types of export and import goods that are processed at the unit (excluding types of export and import goods not for commercial purposes).
In order to ensure that the time measurement of cargo clearance and release is carried out seriously, accurately and effectively, the Quang Ninh Customs Department requires the Steering Committee to measure time of clearance and release at the Department level to direct the dissemination of the measurement content to all customs officials and the business community carrying out customs procedures at the Customs Branch before and during the measurement.
Furthermore, directing and urging the entire implementation process of measurement throughout the Department; handling difficulties arising during the measurement process; and building and completing the Department-level measurement report.
