Deploying channels to support businesses

In 2023, Quang Binh Customs Department and its branches have implemented many channels to receive feedback and remove problems related to customs procedures for businesses. The Department instructed tax and customs regulations for over 500 import and export enterprises.

In 2023, Quang Binh Customs Department’s revenue increased 213% year-on-year to VND666.65 billion, meeting 252% of target assigned by the Ministry of Finance and 133% of the target assigned by the local government.

The department presided over and coordinated with other forces to handle 104 violations, including two criminally prosecuted cases, 91 cases of administrative violations; and transferred 11 cases to other forces.

Most of the questions and problems raised by enterprises that are related to the establishment of check points at the production site, construction site, Certificate of Origin (C/O) ... have been answered by the Customs in a timely fashion. The department has also focused on training skills to develop Customs-Business partnerships.

The department successfully organized online and offline Customs-Business dialogue and partnership conferences at the Department and branch levels. Through conferences, the department has directly resolved and answered difficulties and problems of businesses during their operations, improving the partnership between the Customs and businesses in enforcing and complying with the law.

Quang Binh Customs Department has selected and signed a cooperation agreement on partnership development with Quang Binh Import-Export Joint Stock Company to encourage and facilitate businesses to participate in perfecting Customs policies and improving service quality of the Customs through consultation, cooperation and supervision activities.

Accordingly, the two sides regularly exchange and provide information on programs and plans related to export and import activities; Customs policies and legal regulations; the enterprise's operating plan and payment to the state budget; attitude of Customs officers in handling customs procedures for businesses.

Quang Binh Customs has made efforts to implement solutions to facilitate trade, ensuring smooth operation of e-customs environment; and increased the number of administrative procedures processed on the customs online public service system.

As recorded by Customs Magazine reporters, most businesses highly appreciate the reform of administrative procedures, as well as the attitude and working performance of Quang Binh Customs officers.

As a company specializing in producing and processing wood chips for export, a representative of Hao Hung Quang Binh Import-Export Co., Ltd. said that e-customs procedures help simplify procedures and shorten customs clearance time, reduce costs for businesses thanks to customs declaration “anytime, anytime”. On the other hand, the department has promptly answered problems for businesses, thereby limiting errors in the customs declaration process, as well as helping businesses to be more proactive in production and business activities.

Striving to achieve revenue target of VND620 billion

In 2023, thanks to customs reform and modernization and smooth and quick customs procedures, the volume of imports, exports and means of transport across Quang Binh province surges year-on-year.

In 2023, Quang Binh Customs processed procedures for 35,845 declarations; 5,472 tons of goods valued at US$2,306 million; and 230 million exit and entry means of transport.

Import and export activities across the area surges compared with the previous year, the department continues to closely follow the local socio-economic development orientation, work plan and action program of the General Department of Vietnam Customs to implement key tasks in 2024.

The department collected fully and promptly revenue and prevented overdue tax debt; strived to achieve the highest revenue target in 2024 (VND620 billion); achieved the revenue target assigned by the People's Council of Quang Binh province (VND700 billion).

The department has drastically implemented solutions to facilitate trade, improve state management and prevent revenue loss. The department has regularly monitored and grasp the status of production and business activities of businesses and projects in the area, built revenue collection plans and assigned revenue target in line with the reality.

On the other hand, the department has well implemented modernization programs related to tax collection inspection, 24/7 e-tax payment, pre-authorised tax payment program, and the system of e-tax exemption, reduction, refund, non-collection, and handling overpaid taxes.
