Propose to conduct auction for six containers of backlogged plastic scrap

According to Ba Ria – Vung Tau Customs Department, the council of handling backlogged goods conducted counting and solicited an expert assessment for goods containing inside 12 backlogged containers at seaports, including six backlogged containers at TCIT, name of goods in Manifest was: Jumbo PP bag (brand new 100%).
The result showed the goods inside the six containers were in the list of scrap eligible to import in accordance with Decision No.73/2014/QĐ-TTg, but it did not meet national technical regulations on the environment for imported plastic scrap QCVN32:2018/BTNMT.
According to Ba Ria – Vung Tau Customs Department, backlogged goods of six containers in TCIT port were plastic scrap under the list of scrap eligible to import in accordance with Decision No.73/2014/QĐ-TTg and meet requirements stipulated in Point 2.4 and Point 2.5 of national technical regulation on the environment for imported plastic scrap QCVN32:2018/BTNMT.
However, this shipment did not meet requirements as stipulated in Point 2.2 of national technical regulation on the environment for imported plastic scrap QCVN32:2018/BTNMT (Point 2.2.4 – cutting into small pieces), so it was forced to re-export in accordance with regulations.
According to Ba Ria - Vung Tau Customs Department, the standard the above goods did not meet, did not affect the environment and the goods were still valid. Therefore, the unit reported and proposed the General Department of Vietnam Customs conduct an auction for this shipment and contribute to the State fund.
