Five commodity groups managed by two ministries
Imported goods subject to specialised inspection via Quang Ninh province are very diversified including: petrol, oil, agricultural products, aquatic products (fish, trionychid turtle, frozen food, cotton fibre); raw materials for production of animal feed (grain corn, soybean meal, grain wheat); agricultural products for human consumption (grain wheat); iron and steel, plastic scrap; tiles, dump trucks, gasoline and forklifts.
Exported goods are subject to specialised inspection include frozen shrimp and fish, dried buffalo meat, spiced chicken legs and ornamental plants.
Through physical review, Quang Ninh Customs found there are still five commodity groups under the management of two specialised ministries or two units. For example, raw materials for production of animal feed (corn, soybean meal, wheat grain) must be inspected by the Department of Livestock Production and the Department of Plant Protection and need conformity announcement certification.
Frozen seafood (headcut red fish, frozen blue crabs) must be inspected on food safety by Agro - Forestry - Fisheries Quality Assurance Department and have to be inspected on animal quaratine by the Department of Animal Health.
Similarly, frozen shrimp and fish must be certified on food safety and inspected on quarantine by the Agro - Forestry - Fisheries Quality Assurance Department. And the manufacturing establishments must be on the list of food safety eligibility or are allowed to process seafood for export.
Quang Ninh Customs Department also reflected that customs clearance process for some imported goods subject to specialised inspection is still handled manually although the National Single Window Portal has integrated procedures like granting certificate of national standards for iron and steel scraps by the Ministry of Natural Resources and Environment; granting quality results of imported petrol and oil products by the Ministry of Science and Technology; granting certificate of animal quarantine for trionychid turtles, live fish of all kinds, frozen chicken legs and wings by the Ministry of Agriculture and Rural Development; and granting inspection results of food hygiene and safety for porcelain dishes by the Ministry of Health.
Proposing cutting the list of goods subject to specialised inspection
To faciliate enterprises, Quang Ninh Customs has proposed specialised management ministries review and cut the list of goods subject to specialised inspections, reducing the situation where one commodity is managed by many ministries and sectors
At the same time, the ministries and sectors, when issuing decisions on appointing the organisations and agencies in charge of specialised inspection, must add conditions that the agencies must meet the technical requirements and must register and return results on the National Single Window system to deploy the system in line with the spirit and policy of building e-Government, facilitating import and export activities.

In addition, Quang Ninh Customs has also proposed merging some inspection units of the management agencies into the General Department of Customs or consider the approval of the scheme on allowing the Customs Verification Department (General Department of Customs) to conduct specialised inspection for commodity groups (raw materials production of animal feed, agricultural products) to facilitate businesses in the Customs declaration and clearance.
