Nearly 3.38 million dossiers implemented via NSW mechanism
Relating to the implementation of NSW, according to the General Department of Vietnam Customs – Permanent Office of National Steering Committee on the ASEAN Single Window, NSW and trade facilitation, customs authorities completed the dossiers of proposing to formulate the decree of the Government about connecting and sharing information between Government agencies with stakeholders through NSW in the field of exporting and transit goods as requested in Decision No. 1254/QĐ-TTg (waiting for the assessment opinion of the Ministry of Justice).
Regarding the overall scheme on building and developing IT system serving for the implementation of NSW, ASW towards concentration handling, the Customs authority worked with the advice of USAID Trade Facilitation programme to implement the overall scheme.
Regarding ASW implementation, Vietnam continued to exchange information of e C/O form D with all nine other ASEAN members.
As of October 15, the total C/O received by Vietnam from ASEAN countries was 210,107 C/Os and the total number of C/O sent to other countries by Vietnam was 282,439 C/Os.
Vietnam is preparing conditions (preparing testing messages and checking connectivity) to exchange information on ASEAN customs declarations and phytosanitary certificates with Indonesia and Thailand. According to ASEAN's plan, these two documents would be linked and exchanged in 2020.
Regarding connection with non-ASEAN partners, connection and information exchange between the Ministry of Finance and Asia-Asia Economic Union, related parties have completed the technical test of connection and exchange experiment message of export customs declaration between the two sides. Currently continuing to pilot information exchange via internet channels opening in parallel with setting up secure connection channels.
At the same time, the General Department of Vietnam Customs is working with competent authorities of the Ministry of Industry and Trade to negotiate to finalise the protocols, unify technical requirements and build a system to exchange C/O with Eurasian Economic Union.
Besides that, the Ministry of Finance, the Ministry of Agriculture and Rural Development and the Ministry of Primary Industries (New Zealand) signed the "Agreement on facilitating the clearance of agricultural, forestry and fishery products through the use of electronic certificates” through NSW, this is a legal basis for connecting the National Single Window System of Vietnam with the Electronic Certification System of New Zealand.
