Policy adaptation and acceleration of digital transformation in tax and customs management

Adapt and must constantly improve

At the 2024 scientific conference of the Faculty of Taxation and Customs (Academy of Finance) with the theme "Tax, customs, logistics policy and management" on the afternoon of November 7, 2024, Assoc. Prof. Dr. Le Xuan Truong, Head of the Faculty of Taxation and Customs, said that tax and customs management is a top priority in state financial management, because it not only ensures revenue for the state to perform its functions and tasks, but also has a great impact on the investment and business environment.

In addition, in addition to tax management for import and export goods, the General Department of Customs also has the function and task of inspecting and supervising goods and preventing smuggling.

So according to Assoc. Prof. Dr. Le Xuan Truong, in the context of a constantly changing world, state policies must also be designed to ensure high adaptability and stability, that is, they must be predictable so that they do not need to be amended or supplemented.

Citing the actual economic context, according to the Head of the Tax and Customs Department, our country's economy still has a number of problems that can affect growth progress.

That is, the components related to aggregate demand are still recovering slowly and are not really sustainable. At the same time, stabilizing the macro economy faces challenges from pressure from increasing exchange rates, inflation and bad debts of the banking system.

Therefore, tax policies, tax management activities, and customs need to be adjusted to coordinate with monetary policies and other state management policies to achieve socio-economic development goals.

In addition, tax, customs and administration management in enterprises are also extremely difficult and complicated, so they need to be regularly studied and improved to suit practical conditions.

Understanding these issues, according to the agenda of the 8th Session, the National Assembly is reviewing, commenting and will pass many draft laws related to taxes, tax administration, etc.

Sharing the same view, Mr. Nguyen Quoc Huy, Deputy Director of the Customs Research Institute, General Department of Customs, said that the domestic and foreign economic context opens up great development opportunities, but also poses many challenges and urgent requirements for promoting innovation, changing thinking and management methods in industries, including the customs sector.

Towards a safe financial system in the digital environment

Also at the workshop, many experts said that, along with policy amendments, digital transformation also needs to be promoted to increase the effectiveness of policy implementation and facilitate businesses.

Regarding this issue, with the Customs sector, Mr. Nguyen Quoc Huy said that the Customs sector is continuing to carry out digital transformation towards building a regular, modern, and smart customs in accordance with the approved customs development strategy.

Accordingly, the Customs sector has developed management policies, professional human resources, and a system of technological equipment, applying modern science and technology, adapting to the digital economy.

Explaining these changes, according to Mr. Huy, the Customs sector plays a very important role in supporting, facilitating trade and investment activities and enhancing competitiveness in the international market.

With that role, Customs must be one of the pioneering sectors in the process of promoting the application of science, technology and digital transformation.

Along with the orientation and solutions of each industry, experts believe that there must be synchronous solutions, focusing on digital finance operating safely in the digital environment. At the same time, there must be orientation for people, businesses and organizations to participate appropriately in activities related to taxes and customs, to increase transparency and improve service quality.

Furthermore, Vietnam Customs is connecting with ministries and branches within the framework of the national single window mechanism, ASEAN single window, facilitating trade as well as connecting with customs of countries bordering Vietnam.

At the same time, it is moving towards digital customs, smart customs, green customs according to the direction of the World Customs Organization (WCO).

In the tax sector, the tax sector has also focused on promoting digital transformation, applying big data, artificial intelligence (AI) to serve tax management, invoice management, contributing to control and quickly detect taxpayers who commit invoice fraud.

In the logistics sector, this is considered the backbone of the supply chain, so the requirements for digital transformation are not out of the trend. Because digital transformation in the logistics industry helps reduce costs, improve efficiency in transportation processes...

However, with different scales, resources and needs of each logistics service enterprise, the ability to invest in digital transformation is also different.
