Mong Cai Customs improves efficiency of cargo inspection by mobile container scanner

Container screening activities at Mong Cai Customs.

In order to improve efficiency of Eagle M60 mobile container scanner, Mong Cai Border Gate Customs Branch has implemented and followed directions of the General Department of Vietnam Customs, and Quang Ninh Customs Department on cargo inspection by container scanner.

Based on the provisions of law, legal documents regulating the process of inspection and supervision of exports and imports and guiding documents in cargo screening, the Branch has cooperated with the Customs Enforcement Team No.1 and technical divisions under Quang Ninh Customs Department, Risk Management Department to select and inspect imports and exports across the area.

Accordingly, the branch implements screening for various import and export regimes and items, and bases on the compliance level, risk classification of customs declarants, customs management requirements, and risk levels (high, medium, low levels) for export, import, transit activities, information related to goods at the time of goods selection and cooperation of working groups to perform screening a minimum of four vehicles/day.

Mong Cai Border Gate Customs Branch has established focal points to provide and share information about goods inspection by the container scanner, including: one leader of the branch, one leader of the Customs Control and Supervision Team No.2 and five customs officers of the Import and Export Customs Procedures Team, and the Customs Control and Supervision Team No.1 and No. 2. In addition, the branch has assigned the rate of screening to each working team, ensuring the collection information, analysis and risk assessment for shipments to select for screening. The selection of vehicles and information exchange comply with direction of the General Department of Vietnam Customs, and the provincial customs department.

The branch has also requested working teams to strengthen information collection and evaluate the actual situation at each time, based on criteria for analysis and risk assessment of goods and businesses to perform effectively and improve the detection rate of suspected goods. Every month, the branch assigns the Import and Export Customs Procedures Team to review, report and evaluate the performance results, shortcomings, limitations and propose solutions for implementation in the following month.

From August 14, 2023 to December 31, 2023, Mong Cai Border Gate Customs Branch coordinated to carry out screening of 277 containers.

From January 1 to May 15, 2024, the Branch carried out screening of 346 containers, reaching 115.2% compared to the minimum norm; and detected 9 suspicious containers and detected two infringing containers.

Recently, at the Conference to improve the screening efficiency of Eagle M60 mobile container scanner in Mong Cai, Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan recognized that the arrangement of Eagle M60 mobile container scanner at Mong Cai is consistent with in the current context and flow of import and export goods, and the scanner operates safely and stably.

The screening has met the goals and management requirements of the Customs agency; actively supported the prevention and combat of smuggling and trade fraud; warned and deterred those who intend to smuggle and transport prohibited goods; improved businesses' self-awareness of legal compliance.

In the coming time, with the goal of further improving the efficiency of using mobile container scanners, Mong Cai Border Gate Customs Branch will request its units to follow directions of the General Department of Vietnam Customs and Quang Ninh Customs Department in the work.

Proactively and actively coordinate closely with the Customs Enforcement Team No. 1 and technical divisions to analyze and identify high-risk shipments to perform screening.
