Quang Ninh Customs: Striving to promote imports and exports

VCN - Quang Ninh Customs Department is deploying many solutions to attract and keep enterprises as well as promote imports and exports right from the beginning of 2024 including arranging customs officers to handle procedures outside working hours; and proactively meet and remove difficulties for enterprises.

Imports and exports flourished via sea and road

Talking to reporters, Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said that the Department directed border gate customs branches to organize meetings at Department’s headquarters and business office to support, answer and solve difficulties for business community, thereby promoting import and export activities right from the beginning of the year. In addition, the Department also actively coordinates with the Investment Promotion and Support Department of Quang Ninh province to capture and approach new investors in industrial parks in the area to promptly advise on investment policies, customs procedures... even before the enterprise operates import-export activities.

"With solutions to promote import-export and attract investment through the area, in the first month of 2024, import-export activities through seaports and land border gates all increased in terms of the number of declarations and turnover", Mr. Trinh Van Nhuan added.

As a customs unit managing areas with key import-export activities of Quang Ninh Customs Department, from the beginning of 2024, Mong Cai International Border Gate Customs Branch always ensures smooth operation, contributing to the prosperity of import-export activities.

Accumulated to February 25, 2024, 414 enterprises were carrying out customs procedures at this branch (including 158 enterprises in the province, 256 enterprises outside the province). The branch has carried out customs procedures for 10,419 declarations; import-export turnover reached US$439.5 million, rising 36% in declarations and an increase of 40% in turnover compared to the same period in 2023.

As a customs brokers agent for dozens of customers which are import-export businesses across the country, for many years, Do Van Co., Ltd. has regularly operated import-export activities through Mong Cai international border gate, Quang Ninh. Appreciating the efforts of Mong Cai Border Gate Customs Branch to ensure smooth import and export activities through the area, Mr. Luu Van Do, Director of Do Van Co., Ltd. Said that Quang Ninh Customs Department in general and Mong Cai Border Gate Customs Branch in particular always stands side by side with businesses in reforming administrative procedures, facilitating import and export activities. With the motto "do all the work, not all the time", the Branch often arranges officers and civil servants to work even outside of office hours, holidays, and New Year to quickly release import and export goods for businesses.

Furthermore, at seaports, the Customs Branches of Hon Gai port or Cam Pha port (Quang Ninh Customs Department) also regularly deploy solutions to attract and retain businesses to carry out procedures through the area.

For example, at the Cam Pha Port Customs Branch, right from the first days of 2024, the Branch organized a working group to meet and interact with three businesses operating import and export activities through the management areas including Vissai Ninh Binh Cement Group; Xuan Thanh Cement Joint Stock Company; Long Son Co., Ltd. to grasp difficulties, problems, and exchanges to help facilitate import and export activities, as well as improve the competitiveness of businesses.

At the working sessions, businesses highly appreciated the efforts of the Customs authorities in ensuring cargo clearance took place quickly, strictly and effectively. Documents in customs dossiers are integrated into a single declaration, with fast processing time; Documents and dossiers declared on the VNACCS/VCIS System help reduce travel time for businesses, without affecting the production and business activities of the business.

Thanks to the effective implementation of accompanying solutions, supporting businesses, promoting import and export, cumulatively until February 23, 2024, Cam Pha Port Customs Branch has completed customs procedures through the area for 48 businesses, with 304 declarations, import-export turnover reached US$508.6 million (increasing 58% in number of declarations; growing 86% in turnover compared to the same period in 2023).

Continue to promote import and export

To promote import and export, recently, the People's Committee of Quang Ninh province requested units (Customs, Border Guard, Market Management...) and border localities (Mong Cai, Hai Ha, Binh Lieu) to implement regulations on cargo clearance at border gates and opening roads in the area. In particular, the People's Committee of Quang Ninh province assigned the Quang Ninh Customs Department, based on current regulations, to preside over specific and timely guidance on product policies and clearance procedures for import and export goods at border gates and border openings in the area.

The People's Committee of Quang Ninh province required units to strengthen management, proactively grasp and remove difficulties and obstacles for businesses and provide timely information and guidance to individuals and organizations to carry out clearance procedures at border gates and openings on the border of Quang Ninh province and ensures to comply with regulations.

The People's Committee of Quang Ninh province assigned the Quang Ninh Customs Department, based on current regulations, to give specific and timely guidance on product policies and customs clearance procedures for import and export goods at border gates and border openings in the province.

To promote import and export through border gates and border openings in the area, Quang Ninh province also directed the People's Committees of Mong Cai, Hai Ha, and Binh Lieu localities to strengthen negotiations and exchanges with Chinese authorities, ensuring foreign affairs and sustainable import-export trade between the two sides. At the same time, localities chair and coordinate with Customs, Border Guards, Police, Quarantine, and Market Surveillance forces to strengthen inspection and control and are responsible to the Provincial People's Committee for the security, order, anti-smuggling, trade fraud and counterfeit goods in management areas.

As a core force in promoting import and export in the area, Quang Ninh Customs has been implementing many solutions, including coordinating with competent forces to implement this task.
